HWAD: General Manager (Contingent Hire) GENERAL DUTIES AND RESPONSIBILITIES: General Manager (GM) has overall responsibility for 700 person team performing a full range of demilitarization, logistics, and facility infrastructure services at Hawthorne Army Depot (HWAD), Hawthorne, Nevada. HWAD is the largest convention demilitarization site in the world located on 147,000 acres with over 300,000 tons of munitions stored at the facility at 4,000 building. Work involves control and shipment of large movement of munitions, demilitarization of obsolete munitions and support of Special Forces training. Reporting directly to the corporate operational director, the GM maintains complete P&L oversight for the $70 million/year contract for successful operational and financial performance including: Personnel safety, human resources, security, engineering, communication, procurement, contracting, logistics, shipping/receiving, training, hiring/firing, and key performance indicators (KPIs). - Munitions handling and demilitarization. - Review and approval of minor engineering and construction. - Direct daily customer communication. - Union negotiations. - Environmental protection and working with Nevada Department of Environmental Protection. - Coordination with local native America tribes. - Armament Retooling and Manufacturing System (ARMS). - Telecommunication and system integration across site. - Balancing customer expectations with internal business goals. - Coordinating with functional organizations and vendors. - Providing input on regulatory changes. - Preparing for potential emergency response. - Meeting with community members and structuring community outreach. - Adjusting work processes/procedures as customer directed. Specific technical areas cover: 1. Supply Depot Ops 2. Demil / dispose ammo. 90% OB/OD. 10% de-manufacturing lines 3. Facility Ops & Maintenance 4. Govt Staff Support 5. Security. Armed guards 6. Facility O&M EDUCATION: - BS in business, management, or accounting from an accredited four-year college or university. - MBA or advanced degrees preferable EXPERIENCE - 10-years’ demonstrated profit/loss experience on contract $50 million/year or greater. - 5-years’ experience managing or working with firm fixed price (FFP) contract arrangements. - 10-years’ experience on contracts, subcontracts. - 10-years’ performing business functions within Defense Department or federal arena. - Experience working on projects utilizing civil, mechanical, and electrical and electronics engineering disciplines. - Excellent interpersonal and communication skills with documented supervisory experience. - Well-organized, results-oriented, energetic, team player with proven decision making ability. CERTIFICATIONS: - Lean Six Sigma Master Black Belt highly desirable, - Certification/membership from National Contract Management Association (NCMA) desirable or similar professional association , - Project Management Institute (PMI), PMP Certification desirable. - Knowledge of ISO 9001, ISO 14001, ISO 18001 and ISO 50001. - Project Risk Impact and Probability Analysis / Contingency Planning - Root Cause Investigator, Apparent Cause, Root Cause Analysis and Effectiveness Reviews CLEARANCE Must have ability to gain SECRET Clearance
