Title:

Program Analyst

Supports the Planning, Programing, Budget and Execution (PPBE) process with analytical assessments, analysis, and development of key documentation to support annual budget execution activities and milestone decision reviews; Responsible for assisting and developing program level budget summaries, funding briefs, and reports.

Provides technical and analytical support to the Government Program Manager, while analyzing program costs requests to determine if costs are aligned with the program budget; Effectively communicates and coordinate with the senior military leadership, US Government customers, and Contractors (Prime and Sub) regarding program status and funding; Responsible for developing and maintaining program schedules IAW budgetary constraints; Ensures proper and full use of provided funds, with no anti-deficiency violation.

Prepares, maintains, and tracks obligations and disbursement plans and reports; Facilitates the Planning, Programming, Budgeting, Executing (PPBE) process; Manages the project funds for three programs, ensuring funding obligation goals are met.

Establishes and/or maintain a risk management plan for the program; Participates in weekly project meetings with senior leadership to review project progress and anticipated issues.

Provides direct operational support to the Program Mangers/Government Leads through planning and scheduling.

Queries and collects management and department leads’ inputs, gathers data, compiles and consolidates information to report status upstream.

Coordinates and facilitates weekly, monthly, and quarterly status reviews and Program Management Reviews as related to program funding.

Provides operational and general staff support by analyzing, maintaining, tracking, and reporting program action items and their status.

Provides research and analysis of project schedules and funding in a timely manner.

Ensure program funding efforts are developed sufficient to support program operations per contract.

Qualifications:

Must have a Bachelor’s Degree in engineering, science, business administration or equivalent experience plus five years’ experience with providing analysis and support to defense programs.

Must have proven experience with Microsoft Excel and knowledge of the Defense Acquisition Life-cycle.

An active secret level security clearance is required.

Must possess the ability to exhibit flexibility, initiative, and innovation when dealing with ambiguous and fast-paced situations.

Excellent data-gathering, analytical, and problem-solving skills are required in addition to excellent oral and written communication skills
