Senior Program Analyst

The Senior Program Analyst will support the PMA-265 Communications, Navigation, and Instrumentation (CNI) Team.

The selected applicant will collect, complete, organize and interpret technical data and financial information relating to aircraft weapons systems acquisition and product programs. Tracks program/project status and monitors schedules. Applies policies and procedures for financial planning. Performs various tasks related to the development, operation, evaluation, and improvement of weapon systems supportability and/or maintainability programs and information systems technical evaluation and identification of weapons systems program and logistics requirements and resources. Collects, compiles, analyzes, investigates, researches, or applies logistics, maintenance, acquisition or financial data and information.

Knowledge, Skills and Abilities:

Familiarity with SECNAV, OPNAV, and Operational Services Division (OSD) forms related to the Planning Programming Budgeting System (PPBS), Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is required. Completion of DAU Courseware in the Level I & II Program Manager Curriculum and Project Management Institute (PMI) certification is a very significant plus and warrants additional consideration. Successful candidate should be able to demonstrate familiarity with advanced functions in MS Office Word, Excel, PowerPoint and Project.

Ability to structure and monitor a program schedule using MS Project is desirable. Business Degree background, with experience in writing and evaluating contract proposals is a significant plus and highly desirable. Successful candidate should be able to demonstrate comprehension of logistics pillars and concepts, with working knowledge of roles, responsibilities and processes of the NAVAIR Aircraft Modification Program and Naval Supply System sufficient to schedule major logistics events in a program schedule.

Successful candidate should be able to demonstrate comprehension of systems engineering, with working knowledge of roles, responsibilities and functional application of the NAVAIR Systems Engineering Technical Review and Interim and Permanent Flight Clearance processes sufficient to schedule major logistics events in a program schedule.


A Bachelor’s degree and four (4) years DoD Aviation Operator or Maintenance Management experience is required. Six (6) years DoD Aviation experience and an Associate’s degree may be accepted in lieu of a Bachelor’s degree. Eight years of DoD Aviation experience may be accepted in lieu of a Bachelor’s degree.

The desired experience includes demonstrated experience in program/project status and schedules, demonstrated knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), and experience with processing program acquisition, funding and contract documentation for military programs. Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
