The Advanced Electro-Optics (AEO) team is seeking a Senior Manager, Program Manager to lead our portfolio of Advanced Targeting Programs. ATP consists of programs and associated investments developing and demonstrating our EO technology leadership positions for tactical and surveillance platforms in areas such as active and passive EO/IR sensors, direct and coherent detection ladar, synthetic aperture ladar, vibrometry, IRST and EOCCM technologies.

The ATP PM will work with a large team of highly capable science and engineering staff, as well as other functional support team members, to capture and execute strategically important advanced technology development and demonstration programs. This position maintains a portfolio of programs in all stages of program life – initial concept, technical business development, capture, execution, demonstration, and transition. The PM will participate in the management of multiple small and large contracts both as the assigned PM and providing oversight to other PMs as direct reports. They will work across all functional organizations to staff their programs and ensure the timely delivery of products and services in accordance with all contract requirements, policies and procedures. The PM will ensure milestones are established and monitor adherence to program master plans and schedules, develop control systems and reports that accurately measure progress, identify potential problems in sufficient time for corrective action to be taken, and ensure contractual and financial commitments are met.

The PM partners closely with AEO and ACT leadership to contribute to the strategy and growth plans, and drives capture activities to achieve growth goals and commitments. This requires frequent customer and internal management interactions to ensure good communication and relationships. The individual will communicate with the ATP customer base and provide support to our SAS Mission Area transition partners.

Required Skills:

  • Minimum of 12 years of experience working in program management, science, math or engineering with 5 years’ experience successfully managing technology development programs and demonstration programs preferably for DoD Laboratories, DARPA, ONR or similar customers within classified environments
  • Demonstrated experience leading new business capture activities winning new business in a competitive environment – from small study contracts to larger systems technology maturation programs
  • Strong written, interpersonal, and presentation skills with a natural ability to provide compelling messaging to senior management and customers
  • Proficiency with partnering in matrixed organizations such as finance, contracts, engineering
  • Active DoD Secret with completed security clearance investigation within 5 years
  • US Citizenship is required
  • Must be able to travel between sites and visit customer locations in support of business execution and growth requirements (20% travel)

Desired Skills:
  • Ability to focus, evaluate, motivate, and reward teams, enabling them to achieve desired results
  • Experience transitioning technology demo programs into EMD and production programs
  • Proven track record maturing DoD technology development efforts into field/flight test programs
  • Active and passive EO technology, system design and testing knowledge
  • Demonstrated experience managing program staffing, assignments and resources
  • Experience leading organizations executing and improving program management processes such as IMP/IMS and EVMS, LRE and EAC generation and maintenance, risk and opportunity management, and program financial planning and analysis
  • Ability to manage, track and report metrics and progress through EAC reviews, PPR's, FPR's, CPR's, and finance reviews or equivalent process review
  • Experience with Gate approval processes working successfully with Functional organization support
  • Experience managing staff and programs across facilities in different states
  • Ability to mentor early career team members
  • Program Certification Level 4 (or external non-Raytheon equivalent) with ability to obtain Program Certification 3 within one year
  • Active Top Secret with SSBI clearance

Required Education : Bachelor’s degree required in science or engineering, with Master’s Degree preferred
