Principle Proposal Analyst

An excellent opportunity exists within the GBS Estimating and Pricing Organization for a Principal Proposal Analyst in Aurora, Colorado. The estimating organization is responsible for the preparation of various types of proposals for development, competitive, change order, and follow-on production contracts. In addition, the Estimating Organization supports gate reviews, Government audits, and negotiations with the customer.

THIS POSITION REQUIRES U.S. CITIZENSHIP WITH THE ABILITY TO OBTAIN AND MAINTAIN A TS/SCI SECURITY CLEARANCE

Job Description:
This is a senior pricing position within a dynamic organization focused on creating winning cost proposals to help achieve Raytheon’s business goals. This includes proposal development for ongoing programs, ECP’s and competitive new business pursuits. The qualified candidate will:

  • Plan, lead and perform pricing and cost proposal development in accordance with customer requirements and current government regulations, laws and company policies
  • Be responsible for all pricing support functions from pre-RFP activities through proposal negotiations.
  • Effectively organize and lead a pricing team in support of large sole-source and competitive proposals.
  • Have the ability to perform the duties of a cost volume manager including the analysis of customer requirements, proposal strategy development, price to win analysis, proposal development and production and coordination and interface with other organizations involved in the proposal process.
  • Conduct detailed analysis as necessary to support and impact proposal quality, cost realism and reasonableness via basis of estimate review, historical program analysis and comparison.
  • Lead and conduct pricing support to customer fact find activity and government audits.
  • Provide training and mentoring to junior pricing analysts to ensure organizational capabilities are met and individual growth is accomplished.

Required Experience and Skills:
  • The qualified candidate will have a minimum of 6 years of direct experience in a Finance role supporting cost proposals and/or program finance with exposure to competitive new business, follow-on business and engineering change proposals for the government or government prime contractors.
  • Knowledge and working understanding of the laws and regulations that govern acquisitions and program execution for US Government procurement (FAR, DFARS, CAS, TINA).
  • Experience working in a Finance/Pricing lead role as part of an overall proposal or program management team including business development, program management, finance, contracts and functional organizations is required.
  • The ability to lead, manage and mentor a team of junior pricing analysts is required.
  • Excellent MS Excel and Word skills along with finance/proposal software experience are required.
  • The candidate must also be willing to support proposal activity at other Raytheon locations as needed.

Desired Skills and Attributes:
  • Direct experience leading cost volume development for major sole source and/or competitive proposals
  • Team leadership and the ability to interface with senior management
  • Advanced level experience using Microsoft Excel (functions and formula creation) and Word
  • Advanced level experience with Pricing System software tools
  • Customer driven cost model development using MS Excel
  • Finance/Accounting experience
  • Current TS/SCI clearance

Required Education:
  • Bachelor Degree, preferably in Finance, Accounting or Business and 6 or more directly applicable experience.
