Title:

THAAD FMS Program Management Expert

Incumbent will serve as a Foreign Military Sales Program Managment Expert (SME). They will provide Subject Matter Expertise to the Kingdom of Saudi Arabia (KSA) Foreign Liaison Office (FLO) on Air & Missile Defense Upper Tier contracting, planning and program management, and requirements generation.

They will serve in an advise and assist role for MDA to the Kingdom of Saudi Arabia (KSA) Foreign Liaison Office (FLO) for all Terminal High Altitude Area Defense (THAAD) contract and program management operations. They will serve as a Foreign Military Sales SME specialist, providing technical advice and assistance to the MDA/KSA THAAD FLO, cleared by and at the direction of the MDA/KSA THAAD Case Manager (USG). They will provide advice and assistance on THAAD Foreign Military Sales (FMS) program development, planning, and implementation. Incumbent must be US citizen and maintain a secret clearance. Experience with Air Defense Systems and the Royal Saudi Air Defense Forces preferred.

DUTIES AND RESPONSIBILITIES

  • Provide insight and knowledge regarding the KSA THAAD system acquisition process
  • Advise and assist on contracting processes, including modifications
  • Advise and assist in oversight of Integrated Master Schedule (IMS)
  • Advise and assist in oversight of budget activities, to include budget development, execution tracking, and adjustments
  • Assist KSA FLO’s in analyzing program (budget, contractual, schedule) data & information provided by the US Government
  • Advise and assist in oversight of requirements development, evaluation and prioritization
  • Advise and assist in oversight of Statement of Work development and review
  • Advise and assist in the production of Letters of Request for the FMS case and amendments
  • Advise and assist in developing and reviewing FMS Case Amendments
  • Document discussions, positions, and decisions during FLO – US Government meetings
  • Assist KSA FLO’s with official correspondence to communicate KSA directives, desires, requirements, and positions to U.S. and Saudi government agencies Required Qualifications
  • BA/BS in a technical or relevant area of study
  • 10+ years of experience with Foreign Military Sales supporting acquisition strategy development, SOW development, Requirements development, budget management and FMS Case Amendment development and review
  • Demonstrated willingness to work in a team environment and the ability to work independently while prioritizing and supporting multiple tasks
  • Proficiency in Microsoft Office applications with strong presentation skills and capable of briefing audiences large or small of varying technical knowledge
  • Ability to travel overseas approximately four times a year
  • Candidate must be a US Citizen
  • Possess (and be able to maintain) a Secret Clearance Preferred Qualifications
  • Experience supporting Kingdom of Saudi Arabia Foreign Military Sales programs
  • Operational, programmatic, or design experience with THAAD, Patriot, or similar weapon system
  • THAAD Missile Defense system Program Management experience
  • Excellent written and verbal communication skills, strong social skills, and ability to build consensus among peers while building solid relationships with team members, leadership, and customers
