Job Description

Strategic Sourcing has a fast-paced and challenging position perfect for a dynamic individual with a background in government contracting or subcontracting and the desire and ability to work in a high-impact and high-profile environment. As a competition advocate, you will help manage more than $1B in competitive supplier sourcing and support of more than $7B in Missile System proposals. This position offers daily opportunities to impact Missile Systems competitive advantage, global growth and enterprise collaboration in tangible, very visible ways. The right candidate will possess excellent communication and interpersonal skills; adapt quickly and easily to change; perform his or her work with the highest levels of integrity; and excel at meeting deadlines, prioritizing work and analyzing data. You will work cross-functionally with subcontract managers, estimating and pricing, engineering, and various programs across product lines, building relationships to understand customer requirements and to successful execute sourcing strategies.

The primary responsibilities include but are not limited to:

  • Promoting and achieving Strategic Sourcing’s early engagement in acquisition planning to build in competition as part of the sourcing strategy
  • Collaborating with the Supply Chain and program proposal teams to support proposals to prime customers and Raytheon’s competitive dominance
  • Structuring competitions to meet programs’ needs/wants and to obtain the best value for Raytheon, including drafting the sourcing selection criteria
  • Managing and coordinating competitions from kick-off to hand-off to the subcontract manager who will be placing the purchase order, including writing and sending out requests for proposal (RFPs), communicating with offerors; receiving proposals; coordinating evaluations; conducting discussions; and documenting source selection recommendations
  • Ensuring competitive fairness and validity, resulting in competitions that comply with regulations and policy while also providing all offerors equal competitive opportunities and treatment
  • Educating and mentoring those involved in the process on competition requirements and best practices

Requirement:
  • Minimum of 6 years (senior specialist experience in Government procurement, either on the sell or buy side
  • Bachelor’s degree with any major related to this job description
  • Understanding of and experience with the FAR and DFARS, especially FAR Part 15 and DFARS Part 215
  • Experience working on cross-functional teams (e.g., with finance, engineering, program management, business capture, etc.)
  • Top-tier communication abilities, including demonstrated writing expertise (applicants may be asked to submit writing samples)
  • Strong organizational, analytical and time-management skills
  • Ability to obtain a DoD clearance if required by the business
  • Flexibility to travel to Raytheon sites when required
  • Proficiency with Microsoft Office suite of tools and Adobe Acrobat Pro

Desired Skills:
  • Experience as a subcontract manager, financial analyst, estimating analyst, or U.S. Government contracting officer or specialist
  • Solid understanding of price analysis techniques
  • Experience with Supply Chain activities and processes, such as proposal support, best value source selection, subcontract placement, proprietary information agreements, the make-buy process and documentation requirements
  • Thorough understanding of FAR Parts 6, 12 and 16, and the corresponding DFARS sections
  • Negotiation experience
  • Advanced expertise in Microsoft Excel, Project and Visio
  • Teaching, training and/or mentoring experience
