Federal Construction Services is looking for a Proposal Manager with USACE and NAVFAC design build experience.
Overall responsibility for management of the proposal process (kick-off through final submission) including coordination of the team, all meetings, and proposal reviews. This position shall ensure proposals are of high quality, feature technical writing and differentiators customized to the client and project type, and are in compliance with all RFP documents.
Specific proposal management responsibilities include:
Read/review all RFP documents and complete development of compliance check-lists to ensure all deliverables are identified and assigned.
Develop kick off documents including team contact lists, experience matrix, RFI logs, and proposal schedules.
Lead and conduct all proposal kick off and review meetings with a formal agenda.
Management of proposal graphic development (covers, tabs, page layouts, proof statements) to ensure customized imagery is selected which is relevant to the customer and project type.
Writing of proposal cover letters, section introductions, project experience and key personnel factors, and management/technical approach factors. Technical approach and experience writing shall be customized to the project scope, in accordance to RFP specification/drawings, and in compliance with factor requirements within the RFP.
Management of RFP Small Business Plans in coordination with AECOM’s Small Business Liaison Officer
Coordination of price volume documents with AECOM’s assigned Lead Estimator
Quality control reviews of all drafts and final production draft.
Management of proposal submission including coordination of print/production, delivery/base security clearance for assigned delivery person.
BA/BS + 10 years of relevant experience or demonstrated equivalency of experience and/or education, including 2 years of leadership
Must Have Skills/Experience (Including any required Certifications):
15+ years of Federal proposal management experience for design-build construction or A-E services.
Ability to lead and coordinate a proposal team comprised of both technical and marketing related positions.
Expertise in writing and ensuring writing for experience and technical factors meet RFP requirements and specifications.
Demonstrated level of management and development of high-quality/compliant proposals consistently achieving strengths and no weaknesses in Federal debriefs.
The ability to quality control the proposal vs. requirements of the RFP is a must have skill for this position.
Proposal management experience on USACE and NAVFAC design-build proposals.
Demonstrated experience in proposal management for project types including medical facilities, headquarters, training/operations, vehicle maintenance, hurricane/disaster recovery, aviation facilities/hangars, waterfront and infrastructure/energy improvements.
Ability to perform quality control reviews of technical design narratives and schedules.
