The Cost Analyst will support the Cost Team as it seeks out and documents the life cycle “Programmatic and Technical Baselines” of the programs and projects.? In performing this research and documentation, the Cost Team will provide in-depth knowledge, understanding, and expertise in these Baselines. This expertise allows the team to support all levels of decision-making and alignment to Guiding Principles across the PEO Portfolio, including accurate, relevant cost analyses and estimates.
Essential Job Duties and Responsibilities
Gather requirements, identify data sources, and perform/document cost analyses; generate cost and decision support artifacts in accordance with program directives
Generate robust cost model structures that are responsive to dynamic programmatic variables
Programmatic and Technical Baseline
Coordinate with Programmatic and Technical Subject Matter Experts (SMEs) to understand and document ground rules and assumptions, and Programmatic/Technical baseline that underpins cost analyses and estimates
Leverage in-depth knowledge and understanding of Programmatic and Technical Baseline in all cost analysis and estimation activities to ensure consistency across all levels and disciplines of the PEO portfolio in accordance with established standards
Cost Analyses and Estimates in Support of Acquisition Programs
Develop and validate data sources for use in cost analyses/estimates
Develop and maintain robust cost models capable of examining what-if scenarios
Support development of decision support studies such as: Cost Benefit Analyses (CBAs), Analyses of Alternatives (AoAs), Economic Analyses (EAs), and Business Case Analyses
Develop Rough Order Magnitudes (ROM), Life Cycle Cost Estimates (LCCE), Program and Office Estimates (POE)Perform various financial analyses comparing various Courses of Action (COA) such as: Return on Investment (ROI), Time-Value-Money (TVM) and Payback Period
Develop documentation in accordance with prescribed standards to ensure analyses are defendable, re-creatable and facilitate transition activities
Facilitate and support development of Cost Analysis Requirements Description (CARD) to align with Programmatic and Technical Baseline
Keep up-to-date on cost estimating best practices and implement those best practices while keeping alignment with expectations of external oversight agencies such as the GAO and OSD CAPE
Develop procedures and techniques for analyzing and evaluating performance against baselines
Cost Analyses and Estimates in Support of Contract Management
Pre-Solicitation Activities / Support:
Participate in development of Request for Proposals (RFPs)
Develop Independent Government Cost Estimates (IGCEs)
Integrated Program Management
Review the Integrated Program Management Report (IPMR) and Contractor Integrated Master Schedule (IMS) in coordination with PMO’s Earned Value Analyst and IPMR POCs
Support the Integrated Baseline Review (IBR) process
Review and track contractor cost reporting, including formal Cost and Software Data Reporting (CSDR) in coordination with the Defense Cost and Resource Center (DCARC) as well as other informal cost reporting
Cost Analyses and Estimates in Support of Budget and Financial Management
Integrate and coordinate cost analysis efforts with budget planning and execution processes (PPBE), ; support PB and POM development/management
Support budget execution team in developing near-term cost analyses to support budget and reprogramming decisions; participate development/management of the program Spend Plan
Candidate must have experience developing cost/decision-support-analysis for evaluating and comparing program alternatives for emerging capabilities.
Candidate must have experience in developing and evaluating cost data for new design solutions that support recommendations for future capabilities. Area include all phases of the analysis and estimation process to include task definition and planning; data collection and normalization, analysis, review, presentation, and documentation.
Candidate must have acquisition cost estimation experience to include identification and selection of applicable cost-estimating methodologies and assumptions, developing integrated life cycle cost estimates, quick-turnaround “what-if” cost scenarios; Cost as an Independent Variable (CAIV) analyses; Should-Cost/Will-Cost positions; and Cost Reduction Initiatives (CRI)
Candidate must have experience accomplishing cost analysis for capability planning and systems engineering products to include acquisition strategies, technology development strategies, system engineering plans, risk management plans, technology maturation plans, integrated master plans/schedules, life cycle support plans and cost estimates
Candidate must be able to translate and integrate program risk management concerns into analysis and resulting recommendations
College degree in an applicable field of study
Minimum experience: 2 years of cost analysis; 4 total years of quantitative analysis
Minimum experience requirement may be waived with:
an advanced degree
bachelor’s degree in mathematics, statistics or operations research
DAWIA Level I FM or ICEAA/PCEA certification
Excellent oral and written communication skills
Proficiency with Microsoft Office products
Intermediate Microsoft Excel modeling skills
US Citizenship
Ability to obtain and maintain a government security clearance
Experience in DoD acquisition financial management
Experience estimating or IT/AIS lifecycle costs
Ability to leverage commercial statistics and/or simulation analysis tools
DAWIA Level I FM or ICEAA/PCEA certification
Active secret clearance or public trust
