As a member of the National Team Strategic Advisory Group (SAG) / Office of the Program Director the National Team Chief Engineer will provide technical leadership and support of contracted efforts across the Missile Defense Agency (MDA) System Engineering community.This position reports directly to the National Team Program Director.


Duties and Responsibilities

  • Lead and / or support all National Team Program Management efforts (e.g. Program Management Reviews, Leadership Tag-ups, program planning and execution forums, Ballistic Missile Defense Systems (BMDS) technical reviews and boards, etc …)
  • Attend and participate in key MDA System Engineering forums (e.g. Engineering Staff meetings, Systems Engineering Integration Council (SEIC), BMDS Requirements Working Groups (BRWG), Interface Control Working Groups (ICWG), MDA Decision Boards, etc ……)
  • Issue and maintain Technical Directives (TD) which establish and enforce a high quality peer review process, trade study and analysis methodology process.
  • Ensure engineering synchronization and cross-flow of analysis through MDA
  • Build and develop effective technical and program relationships at senior levels within BMDS engineering leadership, Element stakeholders, and National Team IPTs.
  • Evaluate and assess open BMDS Discrepancy Reports (DR) as member of the MDA Failure Review and Corrective Action System (FRACAS) Board and support identification of mitigation techniques.
  • Ensure Systems Engineering content is conveyed across the MDA Systems Engineering community in essential BMDS System Level reviews to include Alternative System Reviews (ASR), System Requirements Reviews (SRR), Critical Design Reviews (CDR), Technology Development Decisions (TDD), Preliminary Design Reviews (PDR) and Product Development Decisions (PDD).
  • Advocate and facilitate the National Team Technical Assessment Team (TAT) process addressing an assessment of industry provided initiatives for BMDS gaps or performance drivers, with semi-annual deliveries to both industry and MDA leadership.
  • Advocate, facilitate and oversee National Team abstracts/ presentations to the Missile Defense conference, American Institute of Aeronautics and Astronautics (AIAA), etc …… for community presentation.
  • Review, release and get approved the BMDS Master Integration Plan (MIP)
  • Evaluate, release and get approved Test Objective Memos (TOM) gor the Ground Test (GT-07+ campaigns) to include evaluation criteria, performance scorecards, Critical Engagement Conditions (CEC)/ Empherical Measurement Events (EME) allocations and scenarios.
  • Extract critical system performance artifacts from Ground and Flight Test, high fidelity simulation and system analysis to assist in the performance of Technical Assessments and Capability Declarations to support initial deployment preparations and readiness of BMDS Elements.
  • Develop, evaluate, release and get approved System and Interface Control Documents (ICD).
  • Collaborate with IPT leadership to develop rigorous analysis plans leading to the development and delivery of Initial Requirements Documents (IRD), Preliminary Specification Changes Notices (Preliminary SCN), and Specification Changes Notices (SCN).
  • Support the establishment of innovative and efficient requirements development processes driving impactful requirements into design documentation and deliverables, objectives into tests and collection of data necessary to validate models and sims.
  • Provide technical feedback and risks to MDA and National Team Leadership on execution and technical areas of focus.
  • Lead Development of Top System Issues and Present on Regular Basis to MDA Leadership.
  • Using National Team analyses, trades, requirements, and engineering results develop a listing of Top System Issues (mission, threat, performance) based on mission goals and threat evolution.
  • Brief quarterly to MDA/DE leadership to provide independent Industry team thinking on top issues for the continued development of the BMDS.
This position requires an active U.S. Security Clearance as of day one of employment. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.


Basic Qualifications (Required Skills):
  • Must be a US Citizen
  • Must have active/current Secret US Security Clearance
  • Ability to obtain a TS and be SAP cleared.
  • Demonstrated Chief Engineer or Project Engineer experience
  • 14+ years of related engineering experience
  • Experience in project planning and scheduling, cost and schedule management.
  • 10+ years’ experience in Systems Engineering
  • Experience in leading a systems engineering team
  • Demonstrated leadership experience integrating large scale DoD weapons systems such as BMDS
  • Bachelor’s Degree in STEM ( Science, Technology, Engineering, or Mathematics) or related Technical Degree

Desired Qualifications (Desired Skills):
  • 20+ years of experience in engineering
  • Experience working in close coordination and partnership with Govt sponsors while understanding the dynamics of developing products within a diverse team of multiple contractors and customers.
  • General experience with BMDS elements (e.g., DE, BC, GM and AB) and weapon system developments capabilities is highly desired.
  • System experience and versatility in several BMDS functional areas (i.e., BMDS related sensors, weapons, battle management and command, control, communications) are desirable.
  • Ability to lead a team in collaboration and approval of engineering products through engineering reviews and engineering milestone events is required.
  • Ability to develop, coordinate, and communicate plans and actions; including ability to lead and perform analysis across multiple sub-systems; experience applying sound systems engineering practices to integration of a system while thoroughly identifying critical system focus areas, interdependencies and technical/schedule disconnects and their proposed resolution.
  • Technical experience with BMDS Elements and their integration including: defining integration objectives, writing integrations plans and strategies, resolving technical systems integration issues and reporting integration results.
  • Advanced Degree in STEM ( Science, Technology, Engineering, or Mathematics) or related Technical Degree
