AECOM is seeking a Senior Manager of Prime Contracts, Subcontracts & Procurement to be located at the San Onofre Nuclear Generating Station in San Clemente, California.
Lead and manage the Contracts, Prime/Subcontracts and Procurement function. Can manage and improve existing systems to provide an effective procurement, contract and subcontract program for the company which ensures compliance with prime contract requirements. Has the ability to work with the client to resolve issues and disputes and has a strong background in change order claims.
Supervise staff including ensuring staff is adequately trained; coordinate workloads, priorities, and schedules to ensure timely and effective completion of work; and monitors and evaluates staff performance.
Overseas the procurement and contract administration functions. Provide functional direction; and develop, implement, and update policies and procedures for all subcontracting, general procurement and prime contract administration.
Ensure the evaluation of potential subcontractors including cost/price analysis, CAS, Labor Law, EEO, audit, environmental, reporting and technical compliance.
Manage the Small Business and Small Disadvantaged Business Program, including identifying and assisting sources, networking and reporting.
Direct the compilation of reports and distributes as required.
Ensure the development, implementation and management of the subcontractor facility and qualification process.
Oversee subcontract terminations and issues instructions for resolution in accordance with the Contract and Procurement Procedures and the Federal Acquisition Regulations.
Ensure the coordination of all necessary Contracting Officer approvals of subcontract actions.
Coordinate the accountability of Contractor Property in accordance with contract requirements.
Oversee the negotiation, award, coordination and administration of subcontracts, facility and equipment leases.
Ensure the management of prime contract file(s) including preparation and control of modifications and correspondence with the Company Contracts Representatives.
Coordinate fact-finding, Change Order preparation, justification, documentation and conducts negotiations of contract modifications.
Ensure the development, implementation and management of the subcontractor performance evaluation program to ensure quality services at fair and reasonable prices and compliance with the terms of the contract(s).
Experience in working in a Joint Venture, and working as a member of the JV Managing Partner.
Experience in the execution of large, complex projects. Firm Fixed Price management culture is a must.

Participates with senior managers to establish strategic plans and objectives.
Makes final decisions on contract administrative or operational matters.
Works on complex issues where analysis of situations or data requires an in-depth knowledge of the company.
Participates in corporate development of methods, techniques, and evaluation criteria for projects, programs, and people.
Ensures budgets and schedule meet corporate requirements.
Interactions involve special skills, including negotiating with customers or managers or influencing senior level leaders regarding matters of significance to the organization.
Directs and controls activities of a broad functional area through several department managers.
Has control of planning, staffing, budgeting, managing expense priorities, recommending and implementing changes to methods.
Perform all other position related duties as assigned or requested.
Bachelor's degree or equivalent training/experience plus 12 years of commercial and/or government contract and subcontracting administration experience or demonstrated equivalency of experience and/or education.
A minimum of 4 years of leadership experience.
Minimum Position Knowledge, Skills, and Abilities Required:
Thorough working knowledge of prime and subcontract management, communication, and supervisory skills.
Position may require the ability to pass and maintain a Security Clearance at a Commercial Nuclear Facility.

Nuclear facility experience is preferred.
Advanced degree in a relevant field.
