Job Summary

AECOM is actively seeking a Senior Program Manager for the role of Deputy Program Manager, CLEAN, to oversee large, complex environmental remediation programs in the Pacific. The position requires an especially accomplished individual to spearhead a very demanding, yet rewarding Federal Program. The successful candidate will work under the overall strategic and operational guidance and direction from the Program Manager, with support from the Program Management Office and will be responsible for the effective and efficient execution of work assigned under these contracts. With the assistance and support of the CLEAN Program Management Office, the Deputy Program Manager will:

  1. Oversee the overall program execution. Organize and coordinate the environmental staff, both in Honolulu and in other AECOM offices charged with supporting this program.

  2. Assign Project Managers; approve project teams; assign and manage team sub-consultants.

  3. Periodically review projects or groups of projects with the assistance of the PMO staff to ensure compliance with program parameters or cost, scope, and schedule.

  4. Jointly, with the Program Manager, review individual projects or groups of projects and periodically review the overall program status looking for potential improvements in planning, execution, and/or management.

  5. Coordinate/Manage the Program Management Office.

  6. Coordinate with the Federal Contracts and Procurement Office to ensure contractual obligations and requirements are met.

  7. Coordinate, as required, with the AECOM Environment Program Management Office and the Navy Accounts Manager and with various technical and administrative staff of the AECOM Environment PMO and the Pacific Region.

  8. Coordinate with clients to understand their requirements and direction and develop applicable plans and policies to ensure that we are meeting those requirements.

  9. Other duties as assigned by the Program Manager

Minimum Requirements

BA/BS + 12 years of relevant experience managing large federal environmental programs with RCRA/CERCLA, or demonstrated equivalency of experience and/or education.

Due to the nature of the work, candidates must be a U.S. Citizen

Must pass a pre-employment drug and alcohol screen

Must have a valid U.S. Driver's license

Preferred Qualifications

Masters Degree from an accredited college/university in Engineering or related scientific field.

PE registration

20 + years work experience in engineering/engineering related field, with at least 10 years in a prominent/leadership/management role.

Proven experience managing large federal environmental programs with RCRA/CERCLA, and NCP aspects

Proven ability to manage complex, simultaneous actions and staff to accomplish short, mid, and long term goals.

At least 10 years experience in the Pacific to Hawaii, Guam, Japan, and other locations within the Pacific Area of Operations

Experience with indefinite delivery/indefinite quantity federal contracts

Detail oriented with the ability to synthesize and extrapolate to develop strategic and operational goals.

Detailed oriented with strong organizational and communications skills

Superior communications, writing, editing, and reporting skills -- with the ability to target specific audiences

Experience is preparing proposals, cost estimates, schedules, and change orders.

Experience with commercial financial management systems/metrics

Adaptable to ever changing requirements
