Job Summary
 
The Lead Electrical Engineer serves as a senior electronic technical consultant on RF system design, upgrade, installation, maintenance and testing requirements of assigned PWS. Also serves as project leader for advanced ISR design, upgrade and maintenance projects tasked under this PWS.
 
Principal Accountabilities
  • Provides planning, design, initial fielding, testing, and training, for complex, special purpose US communications systems and equipment that are used to support critical Intelligence and Electronic Warfare (IEW) systems. Assures systems and equipment operations and maintenance comply with physical, operational, security, safety, environmental and communications regulations and equipment specifications.
  • Leads project teams deployed worldwide to install, maintain, and upgrade complex ISR mission systems, security systems and related antennas and other peripheral equipment.
  • Researches requirements and data to develop design specifications for QRC ISR systems for deployment to remote field sites and fixed sites within Sensitive Compartmented Information Facilities (SCIF’s).
  • Develops and employs test plans and related test equipment to monitor the functioning of electronic, communications, and related hardware.
  • Performs complex electromagnetic interference/radio frequency interference (EMI/RFI) analyses and makes recommendations for mitigation.
  • Designs and oversees the integration and installation of access control and physical security systems for SCIFs.
  • Coordinates the technical requirements of the PWS and exchanges technical information on projects among supported locations.
  • Acts as a technical advisor to the Program Manager.
  • Provides technical oversight to the work of more junior engineers and technicians.
  • Manages subcontracts for the execution of tasks included in the PWS. Coordinates with subcontract personnel; manages the utilization of resources in the effort.
  • Coordinates with government and other contractor personnel for project accomplishment.
  • Performs other duties as assigned.

Knowledge & Skills

  • Experience in design and maintenance of complex ISR systems.
  • A thorough knowledge of high frequency (HF) through microwave (MW) radio frequency (RF) receiving, transmitting, and distribution systems.
  • Must have experience with other electronic equipment including but not limited to fiber optic systems, audio systems, computers, digital displays, I/O devices, antenna systems and wireless devices.
  • Experience and complete understanding of signals propagation, collection and dissemination.
  • Experience with Electromagnetic Compatibility and the functional application of EMI/RFI analysis and mitigation programs.
  • Ability to fault isolate, repair and test complex systems, including the ability to understand and operate software-based diagnostics systems and electronic test equipment.
  • Familiarization with Quick Reaction development of ISR Systems and technology insertion into legacy systems.
  • Knowledge of maintenance shop operations and quality assurance for continuous improvement and best practices.
  • Knowledge of satellite communications
  • Experience in designing QRC ISR systems, development of test plans, baseline testing and execution of continuous operational testing to insure systems operation meets system design requirements.
  • Experience with grounding and power distribution systems including uninterruptable power supplies (UPS).
  • Command of fluent English, including the ability to read, write, and comprehend technical documentation, schematics, and diagrams written under the American National Standards Institute (ANSI) standards.
  • Able to perform all duties to ensure timely, courteous and quality support to customer or other customers affiliates.

Experience & Education

  • A BSEE/BSET bachelor’s degree required with an MSEE preferred from an accredited college/university.
  • Twelve (12) years of engineering experience including the management of complex projects. Professional Engineer registration is desirable.
  • Two (2) years of progressive experience and proven management skills with unit/site /project management.

Physical Requirements/Working Environment

  • Able to maneuver in small spaces and lift up to 50lbs.
  • Supports US assigned military systems on site whenever and wherever deployed.
  • Available to deploy to other countries and/or theaters to perform quick reaction technical support to US forces worldwide military contingency missions and requirements in potentially hazardous work environments.
