Commercial Manager

Position Description/Job Responsibilities

Understands and supports the Commercial Risk Management Strategy (for the Project and/or Business Unit, as applicable) during pre-award, post-award project execution and project closeout phases . Works cross-functionally to support identification and analysis of risks and opportunities and the related mitigations and actions, development and implementation of risk/opportunity management controls and contingency/exploitation plans, and contract compliance, overall commercial integrity, and cost and schedule certainty for the benefit of the pursuit/project.

  • Assigned to project teams for project, typically, between $250M - $500M
  • Under general direction, responsible for evaluating and managing project commercial risks
  • Coordinates with related areas in finance and project controls
  • Plans, organizes, and manages commercial relationships and contract activities/documents to improve the project’s commercial/contract management process and ensure contract compliance
  • Serves as a member of the project leadership team and monitors the project's finance, insurance, controls, estimating, compliance and procurement activities
  • Work within the pursuit team to aid development of the contracting philosophy, including the risk ownership/allocation strategy, for the prime contract, major subcontracts and major purchase orders, and plan/lead this activity where appropriate
  • Day to day management of all non-technical project activities such that the Project Manager is consistently provided with accurate, timely and relevant information
  • Develop and implement the Project Commercial Risk Management Strategy and proactively engage with all project level functions and the client to identify potential threats and opportunities and produce, update, maintain and report the Project Risk and Opportunity Register accordingly
  • Schedule and host Project Risk and Opportunity Register Reviews for all stakeholders, in line with the project schedule, Project Commercial Risk Management Strategy, and the Business Unit reporting requirements
  • Develop and manage the Project Commercial Management Strategy for prime contract and subcontract administration
  • Active support to the development of estimates with particular regard to accurate and appropriate risk funding
  • Drive the utilization of Execution Risk Memos to identify/quantify out of sequence work plans caused by aggressive schedule driven project targets
  • Support the development and implementation of change management processes and procedures
  • Assist in the negotiation of key subcontracts and purchase orders, including agreement of appropriate flow downs and other risk and compensation provisions
  • Draft required notifications and other additional contract documents
  • Support the development of a claims narrative and position the Project for claims submissions as needed. Coordinate with subcontracts and procurement, legal and third party specialists to support claims administration
  • Conduct reviews to ensure project is working within established contractual commercial terms and financial targets
  • Monitor project’s cost and schedule, cash flow, billings, and related financial items, and provide direction to the project leadership team to improve project financial performance
  • Assist with the development of Commercial Risk Management Training and orientation for project personnel
  • Provide input to Commercial Risk Management tools, learning resources and Commercial Risk Management policies and procedures
  • Contribute to identification and collation of specific projects lessons learned and best practices and feedback to function

Qualifications and Experience

  • Bachelor’s Degree in Business, Engineering, Law, Finance, Management or Quantity Surveying required
  • Minimum ten (10) years of experience working with contractors, subcontractors and owners on Hydrocarbon and/or Government Services projects
  • Prior hands-on experience in at least one of the areas of: risk management, project controls, contract administration, subcontracts, procurement, accounting and finance, business development and/or project management is required
  • Experience of the entire project lifecycle is essential in acquiring the knowledge necessary for effective risk identification and management. Field/project assignments for EPC, PMC, Services and/or Government Services projects is required
  • Good written and verbal communication skills, and quantitative and analytical skills
  • Team player with the ability to work unsupervised, and prioritize and execute commercial risk management activities to achieve deadlines
  • Position may be domestic or international and may include both home office and field assignments
