Job Summary

The Program Management/Construction Management (PM/CM) business line specializes in the management of design and construction of community infrastructure facilities for education, healthcare, national governments, sports and leisure, justice, cultural venues, and commercial needs. From concept through completion, we provide necessary technical and administrative services to help our clients meet their program objectives. Our professionals serve as an extension of our clients' staff, protecting their interests as our own, and often working within our clients' offices. As an industry leader in PM/CM, we oversee activities ranging from planning, coordination, scheduling and cost control, to design, construction and commissioning.

AECOM is actively seeking a creative, highly talented Program Finance and Contract Manager for immediate employment. This is a full-time position within Southern California. The primary work site is a field office within the client’s facility.

As part of the Program Management Team, the Finance and Contract Manager will manage and administer all financial aspects of the program including, but not limited to: financial transactions, procurement and contracts, budget forecast and cash flow, tracking and reports, etc. The ideal candidate works well within a team environment, is independent, demonstrates problem-solving abilities, is detail-oriented and highly organized, can multi-task, demonstrate effective interpersonal skills and flexibility, and takes ownership and initiative for assigned responsibilities.

Program Finance and Contract Manager responsibilities include:

  • Prepares, QA/QCs, and issues program budget analysis, cost forecasts, cash flow projections, and financial reports

  • Manages all aspects of program procurements. Prepares RFQ, RFP, contracts, etc. Issues purchase orders, encumbers funds, and submits purchase requisitions for processing

  • Processes program financial transactions, associated approvals, accounts payable activities, invoices and payments

  • Coordinates and responds to internal and external program auditors

  • Maintains and ensures accuracy of financial database and reports, chart of accounts, financial ID numbers, and reconciliations

  • Ensures compliance with California public procurement practices, laws, and regulations for construction contracts, professional services, FF&E, etc.

  • Supports the program with planning, organizing and tracking of financial and procurement tasks including data entry, verification of data integrity, QA/QC, and reporting across all AECOM and client platforms

  • Development of program specific materials which may include content for reports, presentations, and written information related to the program

  • Maintains and tracks program costs, invoice development, program schedules, EVM and reporting

  • Manages and oversee Program Controls Analyst. Provides training to program staff including other client representatives

  • Compiles QA/QC and issues procurement documents, contracts, updated insurance certificates, and approval documents

  • Interfaces and works collaboratively with the client while adhering to client business and fiscal policies

  • Other responsibilities and tasks as assigned

Job Description

Minimum Requirements

  • Bachelor’s degree plus eight (8) years of relate experience, or demonstrated equivalency of experience and/or education

  • Experience preparing construction program budget and cost forecasting and cash flow

Preferred Qualifications

  • Bachelor’s degree in Construction, Engineering, Finance, Accounting or related field, along with a minimum of 10 years’ experience in Program Financial and Contracts related duties

  • MBA and/or CPA preferred

  • Experience with education bond programs

  • Knowledge of California public contracting and procurement

  • Understanding of alternative contract delivery methods including public bid, design-build, P3, lease- lease back, etc.

  • Experience with Primavera P6 and Oracle

  • Experience with Proliance or other database systems and a demonstrated understanding of database concepts

  • Strong interpersonal, verbal, and written communication skills
