Job Summary

We have an immediate opportunity for a Vice President of Contracts & Procurement with 20 years of experience in the fields of contract administration, procurement, subcontract administration and general business management in the US Federal market with at least 10 years leading large, geographically and functionally diverse organizations performing similar functions.

The VP of Contracts & procurement is responsible for the executive management of the Contracts and Procurement & Subcontracts Departments comprised of approximately 185 professional staff for a $4.5B per professional services company that primarily serves DOD and other US federal clients. The incumbent is responsible for hiring, firing, resource determination & allocation, policy development & implementation, and other responsibilities required for the general management and performance of these departments.

Essential Direct Responsibilities:

Act as a strategic business partner and provide contractual counsel to Operations and BD Executives for Federal business

Work closely with all other leadership/management staff including Business Operations/Finance, Business Development, Human Resources and Safety, Health and Environment.

Lead, mentor and develop team of Contracts, Procurement and Subcontracts personnel.

Maintain approved business systems within area of responsibility in accordance with DFARS – (Government Property & Purchasing)

Exercise judgment within defined practices and policies in selection of methods, techniques, and evaluation of criteria for obtaining results.

Work as required with other functional areas to ensure that budgets, schedules, compliance, quality and performance requirements are met.

Work with Federal Accounting and Compliance to provide guidance for establishment of cost and pricing data for the development of proposals in accordance with customer’s request for proposals (RFP) specifications.

Serve as the primary point of contact with the customer’s contracting leadership.

Essential Oversight Responsibilities:

Review and analyze contract documents to determine contractual obligations.

Provide continual review and administration of assigned documents to ensure potential issues are identified prior to becoming problems, determine and communicate whether all terms and conditions are being met, and ensure identified problems are communicated to executive leadership for resolution in a timely manner.

Organize and manage contract documentation to support business requirements as well as regulatory reporting.

Collect and analyze contractual data on existing government contracts, prepare teaming agreements/NDAs, and prepare ad hoc reports.

Analyze and convey to senior management the necessary requirements of customer’s RFP.

Prepare the contractual and administrative portions of any cost or business volume of a proposal to include, but not limited to: cover letter, financial statements, representations and certifications, cost narrative, proposal assumptions, contingencies, sample contracts, or other terms & conditions.

Minimum Requirements

Possess a Bachelor's or higher degree in Business, Management or in a technical discipline

10+ years of applicable experience leading a large, geographically and functionally diverse organization performing similar functions.

Must have in-depth knowledge of contract types (such as cost-plus, fixed-price, cost reimbursable), the Service Contract Act, FAR and DFAR clauses, and special provisions.

Exemplary oral and written communication skills, ability to listen well and communicate effectively with others

Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity

Strong negotiation skills and the ability to lead effectively and resolve conflict within a matrix environment

Demonstrated ability to influence key decision-makers and to effectively interact with partners and customers

Demonstrated ability to adapt to a dynamic environment

Strong team building and leadership skills

At least 20 years of experience in the fields of contract administration, procurement, contract/subcontract negotiations, pricing and general business management in the US Federal market with at least 10 years leading organizations performing similar functions

Experience with creating, drafting, and implementing policies related to these functions

Must qualify for and maintain a government security clearance and possess a current state issued driver’s license

Preferred Qualifications

Currently performing a position at the VP level or equivalent

Experience leading a large (50 plus person), geographically and functionally diverse organization

Business Development and Capture Management Skills

TS Clearance

Master’s Degree in relevant field
