AECOM is seeking a spectrum managers looking to apply Radio Frequency (RF) management principals to support analysis and process support for legacy and emerging spectrum dependent technologies. The work requires the review, preparation, and submission of documentation, necessary to support coordination for DON operations in foreign countries. Efforts will include the coordination of DON systems with the Combatant Commands (COCOM), the operational users, and the other military services and spectrum offices that may need to be engaged in the coordination. The spectrum manager will act as the advocate for DON systems in the Military Communications And Electronics Board (MC4EB) process and enter all information into the Host Nation Spectrum Worldwide Database - Online (HNSWD-O). The mid-level spectrum manager works with minimal Senior Spectrum Manager involvement to coordinate with appropriate federal, nonfederal, military and other government officials of the United States and foreign countries, to carry out the above actions and conducts basic analysis/studies of Department of the Navy radio frequency assignments with a view toward adjustment, sharing, or reassignment to ensure spectrum efficiency for authorized Navy use.
Graduate of the Inter-service Radio Frequency Management School (IRFMS) or The Army Spectrum Management Course, with 7+ years of experience working within Spectrum Management. Or an Associate’s degree and 7+ years of experience in spectrum management. Requires Secret clearance.
Knowledge of the either the Federal Communications Commission (FCC) or the National Telecommunications and Information Administration (NTIA) system certification process
Knowledge of any of the following software: Spectrum Certification System (SCS), Equipment Location Certification Information database (EL-CID), Spectrum XXI, Host Nation Spectrum Worldwide Database Online (HNSWDO), or Stepstone
Experience with Identify Friend or Foe (IFF) equipment or standards
World Radio Conference Support
Development of Spectrum related standards and policies
