The Section Manager for the ICS ABP Test Automation section will lead a team comprised of discipline experts responsible for design, development, integration, verification and sell-off of test systems for ABP products. The section manager is a key technical contributor to the programs supported by the section, and in addition performs direct line management activities for approximately 10 – 15 engineers. The section manager ensures two-way communication for section members, serves as a day to day liaison to the programs ensuring successful technical, cost and schedule parameters, as well as overseeing section member job assignments, performance and recognition. The section manager activities include acquisition, development and performance evaluations of their people, resource allocation, championing best engineering practices, actively engaging with programs to facilitate and ensure proper execution, and functional development of proposals. The section manager is expected to have a direct project IPT Lead role in one or more of the projects executed within the section.

Responsibilities include coordinating program staffing needs and optimizing staffing across skills and experience to meet demand for multiple programs. In addition, the section manager will team with the Department Manager in the execution of the Center and SAS Engineering goals, and will be expected to actively participate in Department and Center level meetings. The section manager, like their section members, should have demonstrable expertise in communication systems, system engineering, and production support as well as leadership experience. Section managers will engage regularly with program IPTLs in producing EACs and proposals (as needed), and will facilitate the department/center level approvals of such. Section managers are also responsible for developing and maintaining the technical roadmaps for their capabilities and for technical leadership of the section. Organization, and strong communication skills are required for regular day to day face time with operations, chief engineers, department managers, and program managers to ensure proper support to the factory.

Required Skills:

  • Minimum 10+ years demonstrated engineering experience across entire product lifecycle including system definition, hardware/software design, system integration/test and production test
  • Experience building strong relationships and effectively partnering with distributed teams across multiple sites
  • Experience working and communicating with all levels of management and individual contributors on the program team
  • Self Starter with ability to effectively organize and coordinate multiple tasks and priorities
  • Demonstrated ability to successfully provide leadership to engineering staff, coordinate tasks with other engineering disciplines and participate in design, integration, and test reviews
  • DoD communications product and systems technical experience
  • Mentoring and providing career development direction to junior engineers
  • Proficiency in written and oral communication skills including use of common business computer tools: office suite, scheduling/planning, cost estimation
  • Up to 10% travel may be required
  • US citizenship is required
  • Active and Current Secret or higher DoD clearance is required

Desired Skills:
  • Lead Design / Integration Engineer on government contract(s) involving multi engineering disciplines and full product lifecycle
  • Prior leadership experience to manage team of Test Engineers, highly desire supervisory experience
  • Experience in Operations and Factory environments including: procedure development, test, training, transition planning, installation, and deployment
  • Presidio ITAS system knowledge
  • Requirements and technical risk management
  • Willingness to anticipate, drive and foster change
  • IPDS Gating, especially cost estimation and EVMS execution elements
  • Bidding and proposal experience to foster new technologies and business growth
  • Demonstrated strong judgment and decision making abilities
  • Schedule (IMS/IMP) development for Program planning and execution
  • Active DoD Secret Clearance

Required Education (including Major):
  • Bachelor's degree in Engineering, Math, Science or related technical discipline

Desired Education:
  • Master's degree in Engineering, Math, Science or related technical discipline
