IIS Contracts has a position for a Contracts Manager to support International and Domestic campaigns in the IIS Global Cybersecurity Solutions (GCS) and Cyber Protection Solutions (CPS) Sub-Mission Areas. This contracts management opportunity requires taking the lead on various commercial, international, offset and US Government pursuits and programs and managing contract and offset negotiations through contract award and execution. This person will be responsible for preparing, negotiating and administering commercial and government proposals, business agreements, and contracts of high complexity.
Specific responsibilities include, but are not limited to:
·Active engagement in front-end strategic assessment of pursuits
·Formation and management of collaborative business arrangements including strategic partnerships, joint ventures and teaming agreements
·Drafting and reviewing complex contractual terms and conditions
·Preparation of Contract Risk Early Warning assessment covering significant or unusual risks, including those in the financial, technical or schedule areas
·Recommending solutions or alternate proposals to mitigate and manage risk
·Participation in development of winning proposal strategies
·acting as key team member of the capture team and establishing negotiation tactics, targets and minimum acceptable position for management
·Ensuring the customer’s requirements are fully understood and flowed through to the capture team and to external suppliers
·Coordination with various functional stakeholders across the enterprise to ensure the company’s interests are protected (Global Trade, Legal, Offsets, Treasury, Tax, etc.)
·Representing the company as primary interface with customers during all phases of procurement
·Conducting timely and effective negotiations and resolution of customer issues in accordance with management-established parameters
·Assisting with international offset project pursuits and negotiations
·8-10 years of experience in contracts, procurement, finance and/or program management
·Prior international and commercial pursuit experience; experience with products and services sold directly to foreign customers is a plus
·Good understanding of international/commercial contract terms and conditions including experience with preparation of formal responses to customers, negotiation of terms and conditions, and administration of contracts of various types for a variety of international customers
·Ability to led and establish strong internal and customer relationships with minimal supervisory oversight
·Strong analytical and problem-solving skills including the ability to recognize, evaluate and offer mitigation alternatives for business risks (contractual, financial, performance and schedule)
·Excellent written and oral communication skills
· Knowledge of Federal Acquisition Regulations (FAR) and Department of Defense Supplement (DFARS).
·8+ years of experience in domestic, international and commercial contracting
·Understanding of ITAR and export licensing agreements and procedures
·Experience in proposing and negotiating international terms
·Demonstrated business acumen with the ability to clearly recognize risk elements in business transactions
Bachelor’s degree or Master’s degree in Business or a related field, including Business Administration, Contract Administration, or Supply Chain Management.
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
