Description

SAIC is seeking experienced personnel for the DHS Countering Weapons of Mass Destruction (CWMD) Office Policy, Plans and Analysis directorate to develop foundational DHS Level Policies and Planning documents, conduct Biosurveillance, and create Health Threat Analysis for decision makers and operational partners. The work encompasses a full range of program management and technical support services for the Policy, Plans, and Information Analysis Directorates.

The Senior Scientist conducts operational scientific and technical analysis in support of National biosurveillance. Leads the development of a variety of analytic biosurveillance decision support products that meet National decision makers’ and stakeholders’ requirements. More broadly, performs the functions of a technical expert in the relevant scientific field in support of major biosurveillance programs or system development activities. Applies scientific expertise in defining and resolving system issues, performing analysis, and developing plans and requirements for further analysis. Coordinates and manages the preparation of analysis, evaluations, and recommendations within CWMD biosurveillance products in support of federal personnel.

Provide technical support in the development of new approaches, systems, and algorithms for national biosurveillance. In order to provide advanced applied science technical support to NBIC’s analytic and operational development projects, expertise shall include advanced education, knowledge, and capabilities in, but not limited to, mathematics, statistics, computer science, modeling and simulation, software engineering, and signal processing.  Support methodologies alongside NBIC federal staff in the development, testing, and deployment of new national biosurveillance capabilities.
Provide technical support in the execution of advanced data analytics applied to existing and novel data relevant to biosurveillance. In order to provide “big data” analytic support to NBIC and other core CWMD activities, expertise shall include advanced education, knowledge, and capabilities in, but not limited to, mathematics, computer science, statistical and probabilistic modeling, and advanced analytic software such as Matlab and SAS.
May provide advanced technical support in the areas of quantitative and semi-quantitative risk and decision analysis. Specifically, support the development of advanced risk and decision analysis approaches for application in both real-time biosurveillance operations and predictive analysis, and shall maintain expertise that includes advanced education, knowledge, and capabilities in risk and decision analysis. Example approaches include, but are not limited to, Bayesian networks, inference diagrams, probabilistic risk analysis, decision trees, fault-tree analysis, game-theory, consequence modeling, and probability modeling and elicitation. 
May support the development and implementation of exercises to inform the Center’s concept of operations as well as identify capability gaps and necessary improvements. 

Qualifications

Education: M.A. or M.S. degree in a scientific, engineering, medical, veterinary, or public health field. Certain personnel will require Ph.D.

General Experience: Must have 6 years of experience in a scientific, engineering, medical, veterinary, or public health field such as biology, chemistry, biochemistry, bacteriology, virology, epidemiology, toxicology, immunology, environmental science or engineering, physics, mathematics, geology, or other related discipline.

Must have an active Secret clearance and ability to obtain DHS Suitability

Specialized Experience: Must have at least 4 years of experience providing direct or consultant scientific support to major programs or system development efforts related to biosurveillance.

Experience with modeling and simulation, software engineering, and signal processing.

Familiarity with advanced analytic software like Matlab and SAS.
