This position is in support of the Engineering, Integration, and Logistics (EI&L) Solutions and Technology Group (STG). The successful candidate will support the enterprise by developing repeatable solutions to address customer requirements. The candidate will be an expert in systems engineering and integration (SE&I) for non-IT systems in the Space, Space ground segment, and/or C5ISR domains to include vehicles, platforms, payloads, and infrastructure.

Responsibilities will include translating mission needs into coherent and feasible technical solutions applied to develop a product/service or solution in the form of a deliverable, white paper, RFI response and/or proposal. This solution may include cost, schedule and performance attributes. The candidate may also lead or support execution and delivery of the proposed solution and documenting of lessons learned from this delivery and program execution. In support of opportunity capture, the candidate will support customer meetings during capture shaping activities and lead solutioning and teams to solution against customer and RFP requirements. Additionally, the successful candidate may be responsible for creating Basis of Estimates (BOEs) and Level of Efforts (LOEs) for the solution.




Leverages domain expertise, develops comprehensive understanding of customer requirements and leads the development of a complete solution meeting all technical requirements resulting in a price competitive proposal. 


Identifies technical staff needs to support Pre-B&P and B&P activities.  Coordinates assignments of technical personnel to proposal efforts.  Coordinates with team member technical leadership and technical contributors on solution development, proposal writing, and estimating. Writes and reviews proposals.  Oversees the development of basis of estimates (BOE).  Leads and oversees overall technical approach and/or solution or leads technical volume development, sample problem and scenario responses in response to RFP requirements.


Provides subject matter expertise to meet customer technical, schedule and cost requirements. May utilize this expertise to correct failing programs.


Meets with customers on SAIC's capabilities, services and solutions for capture efforts. 

Provides solution-related technical support after award as needed.  May support program start-up and transition.

Viewed as an expert in the field. Participates with senior management to establish strategic plans and objectives. Collaborates with other experts to drive capability to align to strategy.





  • 10 years of domain experience in one or more of the following fields: spaceflight hardware including satellites and payloads; space launch vehicle systems; space launch infrastructure and operations; C5ISR; scientific research, analysis and development of advanced technologies; power systems; guidance, navigation, and control; and autonomous robotic systems and technology

  • 15 years systems engineering experience; at least 10 of those years on major complex program(s) performing systems engineering, design, development, integration and test of hardware and software

  • Experience with trade studies, technical solutions, and configuration management and control

  • 5 years major proposal development and capture experience including cost and schedule development; experience leading technical responses for Oral proposals

  • The candidate must possess strong communication and analytical skills, including the ability to develop general concepts into an actionable plan, and have the ability to present and write to this plan, or solution, to a team of individuals and/or the customer.  The candidate must be able to balance customer requirements and the solution with the provided budget to ensure the best solution at a competitive price.

  • Demonstrated ability to work with Microsoft Office; to write technical papers or reports, utilize templates in summarizing reports into presentations, and perform analysis of data using spreadsheet applications.


Desired Skills/Experience

  • 8 years program management experience including major programs and (desired) EVM experience

  • Performed as a Technical Director or Chief Systems Engineer for a major program or organization

  • 10 years of NASA, DoD, and/or IC space programs or 10+ years leading a nationally recognized research and development organization




  • Bachelor’s Science in Engineering or Technical Field (Required)

  • Master’s degree in engineering, systems engineering, math, statistics, computer science or a related technical field (Desired)
