This position is in support of the Engineering, Integration, and Logistics (EI&L) Solutions and Technology Group (STG). The successful candidate will support the enterprise by developing repeatable solutions to address customer requirements. The candidate will have a good overall understanding of business and operational requirements, project constraints, and available technology options in the field of Acquisition Logistics, specifically, Integrated Logistics Support (ILS)/Integrated Product Support (IPS).

Responsibilities will include translating operational and business needs into coherent and feasible technical solutions applied to develop a product/service or solution in the form of a deliverable, white paper, RFI response and/or proposal. This solution may include cost, schedule and performance attributes. The candidate may also lead or support execution and delivery of the proposed solution and documenting of lessons learned from this delivery and program execution. In support of opportunity capture, the candidate will support customer meetings during capture shaping activities and lead solutioning and teams to solution against customer and RFP requirements. Additionally, the successful candidate may be responsible for creating Basis of Estimates (BOEs) and Level of Efforts (LOEs) for the solution.


Leverages domain expertise, develops comprehensive understanding of customer requirements and leads the development of a complete solution meeting all technical requirements resulting in a price competitive proposal. 

Identifies technical staff needs to support Pre-B&P and B&P activities.  Coordinates assignments of technical personnel to proposal efforts.  Coordinates with team member technical leadership and technical contributors on solution development, proposal writing, and estimating. Writes and reviews proposals.  Oversees the development of basis of estimates (BOE).  Leads and oversees overall technical approach and/or solution or leads technical volume development, sample problem and scenario responses in response to RFP requirements.

Provides subject matter expertise to meet customer technical, schedule and cost requirements. May utilize this expertise to correct failing programs.

 Meets with customers on SAIC's capabilities, services and solutions for capture efforts. 

Provides solution-related technical support after award as needed.  May support program start-up and transition.

Viewed as an expert in the field. Participates with senior management to establish strategic plans and objectives. Collaborates with other experts to drive capability to align to strategy


The candidate must possess a strong Logistics, ILS/IPS, and/or reliability engineering expertise.  Required Skills include:

  • 15 years of related experience in the field of Acquisition Logistics, specifically in the Product Support and Sustainment of systems. 

  • 8 years experience performing or leading reliability, availability, and maintainability (RAM) analysis and how to translate those results into actionable solutions

  • Ability to assess the operational and business requirements of an opportunity or initiative.

  • Understanding of the software technologies available to meet logistics, sustainment, and readiness requirements.

    • Ability to articulate and write to the solution to ensure that the customer requirements are met, describe the solution in graphical and narrative fashion, and convey the estimated cost, schedule, and performance of the solution.

    • Write and present eloquently with the appropriate audience (customer) perspective.

    • 5 years major proposal development and capture experience including cost and schedule development; experience leading technical responses for Oral proposals

    • The candidate must possess strong communication and analytical skills, including the ability to develop general concepts into an actionable plan, and have the ability to present and write to this plan, or solution, to a team of individuals and/or the customer.  The candidate must be able to balance customer requirements and the solution with the provided budget to ensure the best solution at a competitive price.

    • Demonstrated ability to work with Microsoft Office; to write technical papers or reports, utilize templates in summarizing reports into presentations, and perform analysis of data using spreadsheet applications.

Desired Qualifications


Desired Skills/Experience: 

Understanding of how to utilize existing Enterprise capabilities to meet multiple customer requirements is desired.  Experience with PowerLOG-J, CASA, COMPASS, or similar logistics and life cycle analysis software and capabilities. Experience with PTC Windchilll Quality Solutions (WQS), formerly Relex, and/or Integrated Reliability Centered Maintenance System (IRCMS) is also a plus.

Program Management or project lead experience relative to ILS / IPS efforts


  • Bachelor’s degree in Engineering, Mathematics, or Operations Research, or related science degree from an accredited college or university.  A Master’s Degree in Engineering or science is desired, although, an additional 4 years of related experience for the specific skills can be substituted for the MS degree. 

  • A certification in Logistics, Maintenance, Reliability, or Supply Chain field is desired, such as the Global Logistics Associate (GLA), Distinguished Logistics Professional (DLP), Certified Reliability Engineer (CRE), or Certified Supply Chain Professional (CSCP) is desired.
