Network Design Engineer

Provide project engineering support and coordination for the transition of services from existing telecommunications and long haul communications circuits and services onto GSA’s new Enterprise Infrastructure Solutions (EIS) contract, ensuring technical feasibility.

Key Tasks and Responsibilities

  • Analyzes customer network design requirements and provides network solutions to achieve customer desires
  • Performs technical design reviews of customer network designs
  • Designs and implements networks that typically link numerous computing platforms, operating systems using various wide area network technologies such as MPLS, Ethernet, SDN, Private Line, etc. across widely dispersed geographical areas
  • Responsible for the implementation of engineering processes that provide for timely and appropriate integration of all engineering disciplines to ensure a network system design that meets all requirements.
  • Assist in writing content for customer proposal documents (PWS, IGCE, etc.) to identify their specific network requirements; advise agencies on options as well as transition planning activities.
  • Reviews technical proposals and pricing from GSA vendors; reviews documents for accuracy and works with DITCO, other government customers, and vendor on resolving any applicable discrepancies.
  • Utilize the Transition Support Team (TST) master Transition Database, multiple government systems and tools, and commercial vendor tools and reports to capture, validate, track, and maintain currency of all inventory related service records transitioning off of the legacy contract.
  • Use working knowledge of telecommunications transition projects to work with the Database Engineer and Operations Manager to define business requirements for the master Transition Database.
  • Update spreadsheets and databases as required to maintain customer and vendor POC, email, phone number, and site information.
  • Identify and solve problems that could prevent service dates from being met.
  • Assist government customers and transition team members in managing, planning, and coordinating the scheduling of service installations and cutover dates for each service.
  • Telephonically participate in conference bridge calls during each cutover, help resolve impediments, and issue amended documentation as required.


  • Bachelor’s degree and two (2) or more years of related experience, Masters degree and zero (0) years of related experience.  Eight (8) or more years related experience in related field can substitute for formal education.
  • Requires knowledge of telecommunications and Wide Area Networking (WAN) technologies.
  • Advanced MS Word and Excel skills and knowledge is required.
  • Requires excellent communication and customer service skills.
  • US Citizenship is required.  
  • Candidates must undergo a favorably adjudicated National Agency Check with Inquiries (NACI) as a condition of employment.



Desired Qualifications

  • Previous experience in contract proposal and technical writing - desired
  • Knowledge of DISA and DITCO operations regarding ordering services - desired.
