SAIC is seeking an OPNAV Program Analyst Principal in Arlington, VA to support the US Navy.


In this role you will provide on-site support for Chief of Naval Operations Environmental Readiness Division (OPNAV N45) efforts relative to the continued evaluation and completion of the Programming Review cycle in support of the current Program Objective Memorandum (POM).

  • Creates charts, exhibits, and reports pertaining to resource data to be used for program, project, and other management analyses and reviews
  • Runs summary reports of project data in Program Budget Information System (PBIS) and EPRWeb to support funding analysis
  • Supports global database changes and archives data history file upon completion of budget cycle
  • Designs queries and reports for specialist sorts of data export in Microsoft Excel or Access
  • Provides business management support including furnishing program information; preparing information abstracts; maintaining/distributing information to organizations; lending support to field demonstrations; developing briefing materials; developing technical program planning and control documents; assisting in the development of management plans and strategies, milestone planning and tracking, and evaluations of program schedules; and deliverable tracking to include the planning and/or reviewing of program data deliverables
  • Contributes on-site support to review, analyze, and draft recommendations, provides rationale for recommendations, and provides corporate management support  
  • Prepares strategic plans, functional manuals, and updates environmental EPRWeb guidebook  
  • Administers planning and support for Energy and Environmental program data calls and metrics reporting to OSD, OMB, and Congress, including performance reporting for Defense Environmental Programs Annual Report to Congress (DEPARC) and the Strategic Sustainability Performance Plan (SSPP). Support includes development of spreadsheets, PowerPoint presentations, database entry, updates, maintenance, and database report generation



  • Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience
  • Must currently hold and be able to maintain a Secret security clearance
  • Must have excellent oral and written communication skills 
  • Must have excellent attention to detail, analytical, problem solving, and short/long term planning skills
  • Must have excellent oral and written communication skills 
  • Must be a self-starter with a high degree of initiative   
  • Must have excellent interpersonal skills and able to work effectively individually or a part of a team 
  • Must currently hold and be able to maintain a DoD Secret security clearance 
  • Must be authorized to work in the U.S. 
  • Must be able to meet the security requirements in order to be considered for this position
