SAIC is looking for a Human Resource Administrator to support a dynamic program in Chantilly, VA. This position requires an active Top Secret/SCI with Poly.

As a Personnel/Billet Administrator supporting a Government System Program Office (SPO), provide direct support to government customers in execution of their duties and responsibilities.  Assist the Program Office Chief of Staff in managing Government Program Office personnel and billets, tracking personnel evaluations, awards, gains and losses, and tracking Program Office vacancies and other personnel/billet tasks to increase personnel management, as required. Additionally, support and assist in the management of action items and data calls, through logging internally and externally generated action items/data calls, assigning to divisions as appropriate, tracking due dates, gathering responses, coordinating Program Office level responses, and forwarding responses as appropriate. Maintain position relevant organizational SharePoint sites and databases.

Key duties/responsibilities include, but are not limited to:

  • Work in an interactive team environment with Government customer leads, satellite developers, and other subject matter experts.

  • Support Chief of Staff and Administer Program Office Personnel/Billets

    • Initiate, track, edit, and close, all military evaluations, awards, management actions

    • Initiate, track, edit, and close, all SPO military position changes via AFMERB process

    • Initiate, track, edit, and close, all SPO civilian government personnel position changes via ERB process

    • Initiate, track, edit, and close, all SPO civilian government and contractor personnel awards

    • Manage SPO civilian monetary award budget

    • Generate/maintain SPO recall roster and organizational charts from Access Database

    • Advise SPO leadership on hiring Air Force military replacements; seek out qualified candidates and refer

  • Provide support to Program Office activities to include:  

    • Maintaining the New Employee Handbook

    • In/Out Processing of personnel

    • Attend directorate and parent organization level HR related meetings

  • Maintain organizational SharePoint sites

    • Ensure SharePoint content is maintained and up to date

    • Inspect Responsibility Allocation Matrices (RAMs) for each division and request updates as new personnel rotate into the organization

  • Facilitate IT requests, related to personnel records, for the program office (travel system, NAAPs, TALON, NEAT, etc).

  • Develop briefings, personnel interview packages, award packages, and other work products for the Program Chief of Staff and Program Director


TYPICAL EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience; PhD or JD and four (4) years or more experience.

At least 5 years of experience working in a Government Program Office supporting

Experience using SharePoint to update and maintain content

Experience using MSOffice application, specifically, PowerPoint to prepare briefings and update Action Item status presentations and Access to maintain databases

Excellent written and oral communication skills

Strong interpersonal skills

Desired Qualifications



  • Knowledge of and experience with organizational tools: SAP, NEAT, TALON, AORS, TIER, NAAP

  • Knowledge of and experience editing military evaluations (OPRs, PRFs, RRFs)

  • Knowledge of and experience in government hiring process
