SAIC is seeking a qualified Program/Project Manager to manage an information technology contract. Besides managing the contract, the selected individual will be responsible for managing a technical team responsible for all application development, content management, and SharePoint for the client.  


The selected individual must be able to gather business requirements from stakeholders and translate those requirements into technical requirements for the team. In addition, you must be able to plan and articulate a vision of what information technology advances can provide the client.

Responsibilities Include:
  • Translates the client’s projects and priorities into tasks and deliverables for the other members of the contract team.
  • Manages and directs the daily activities of the team of software developers. Evaluates employee performance, sets expectations and goals for team and individual staff members, recruits, disciplines and trains staff.
  • Exercises independent judgment and discretion in overall project management by prioritizing, planning and tracking project progress.
  • Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
  • Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (Functional requirements (Business Requirements Document), iii. Use Cases, GUI, Screen and Interface designs)
  • Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
  • Coordinates QA efforts across the team, ensuring that the tasks have been completed with high quality in a predictable manner.
  • Ensure project documents are complete, current, and stored appropriately. Develop requirements specifications according to standard templates, using natural language.
  • Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
  • Successfully engage in multiple initiatives simultaneously.
  • Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
  • Serves as the development team representative to the PMO office.
  • Adherence to policies, processes and procedures within your areas of responsibility.
  • Document supporting policies, processes and procedures within your areas of responsibilities.
  • Maintain assigned systems in accordance with DISA STIGs, NIST standards, and agency requirements


Required Qualifications:
  • Must have a Bachelors and 14 years of experience. May consider a high school education and an additional 4 years of relevant experience in lieu of a degree. 
  • At least 10 years of combined experience as a project manager/business analyst.
  • Served as a project/program manager on a similar sized effort or larger and at lease once for a Federal customer.
  • Served as a project manager on a team managing development projects in a Lean or Agile environment at least once previously for a Federal customer.
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject management experts.
  • Experience with Microsoft Project or other advanced project management tools
  • Applicants for this position will require security processing from DOJ/Criminal Division, including background and credit screening. Employment and placement is contingent upon receiving this clearance
  • Ability to work independently and with teams

Desired Qualifications

  • PMP certification
  • Scrum Master certification
  • Knowledge of SharePoint 2013 or higher
  • Knowledge of Oracle Express (APEX) 5.0 or higher
  • Agile related certifications
