Site Safety Health Officer: NSGB

Naval Station Guantanamo Bay, Cuba

AECOM's Design Consulting Services, Energy Business line is hiring an experienced Site Safety and Health Officer (SSHO) for an energy service performance project in Guantanamo Bay, Cuba. This position can be tied to our Jacksonville, FL office and/or possibly home-based, but will be on full time assignment to NSGB.

The following are the responsibilities of the Site Safety and Health Officer.

  • Managing, implementing, and enforcing the project Accident Prevention Plan (APP) and applicable Activity Hazard Assessments (AHAs) in accordance with current EM-385-1-1 standards and OSHA regulations

  • Supporting the AECOM Construction Manager in meeting all requirements of the APP

  • Participating in daily tailgate kickoff meetings

  • Ensuring the implementation of AECOM Safety Health and Environment Program

  • Enforcing the safety and health expectations for AECOM and Subcontractor staff

  • Implementing the AECOM Incident prevention model

  • Ensuring all required notifications regarding incident reporting are completed in accordance with EM 385-1-1 and AECOM Incident Reporting Systems

  • Conducting periodic site inspections as required per the APP

  • Being onsite while work is being performed by AECOM or subcontractor staff

  • Coordinating any modifications to the safety plans with the AECOM Project Manager and Energy Business Line SH&E Manager or other parties as required

  • Verifying training requirements of AECOM and subcontractor staff

  • Providing initial onboarding and periodic Safety, Health and Environment refresher training to AECOM and Subcontractor staff as required

Level Specific Responsibilities:

  • Under direct supervision, implements policies and procedures to assure awareness of and compliance with health and safety requirements of the organization.

  • Provides technical leadership and functional guidance to ensure regulatory standards are being enforced.

  • Ensures that quality control procedures are executed to monitor all aspects of regulations.

  • Serves in a liaison capacity with the resident contract agency representative and other various agencies engaged in promoting environmental safety and health activities.

  • Drafts all necessary reports to federal, state and local agencies.

  • Coordinates audits of health and safety programs within the organization.

  • Assists in the development and conducts basic health, safety and environment (HSE) training to employees.

  • Communicates programs to enhance employee awareness of prevention and compliance.

  • May administer a HSE program on a small to medium sized, specialized, project or multiple projects.

  • Prepares reports and recommends corrective action.

  • Technically responsible for a major phase or component of a project.

Minimum Requirements

  • Bachelor of Science in Occupational Safety and Health, Environmental Science, Engineering or related field and 4 years of relevant experience or demonstrated equivalency of experience and/or education.

  • Proficient using Microsoft Office Products (e.g., Excel and Word)

Preferred Qualifications

  • At least 10 years demonstrated EM-385 and SSHO experience

  • Occupational Health and Safety Technician (OHST); or Certified Safety Professional or Certified Industrial Hygienist

  • Experienced performing duties as an SSHO on EM-385-1-1 project.

  • EM 385-1-1 (40-hour training certification)

  • OSHA-30 Hr Construction

  • First Aid/CPR/AED

  • EM-385-1-1 Fall protection competent person

  • Other: Due to the nature of this work, US Citizens are required
