The US Navy Sailor 2025, Ready Relevant Learning (RRL) Content Conversion project will employ innovative instructional design and assessment strategies in conjunction with high-velocity learning solutions. The goal of RRL is to move training out of brick and mortar schoolhouses and provide the right training at the right time in the right way to improve the transfer of training to the workplace environment.

Work is estimated to start in March 2020 and positions will be located at SAIC facilities in Cookeville, TN along with remote opportunities in Tennessee, Virginia, Florida, DC and Maryland.

Minimum education and experience requirements will vary depending on role and level. All positions require U.S. citizenship and some positions will require a security clearance.

JOB DESCRIPTION: The candidate for this position will be responsible for leading the development of interactive eLearning training products and/or instructor-led training materials.  The ideal candidate will possess strong troubleshooting skills and will be able to create and provide oversight of development processes. The candidate will be required to adapt quickly to changing requirements and new technologies

The chosen candidate for this position will:

  • Support multimedia artists and instructional designers by maintaining SAIC’s custom Javascript/HTML5 authoring environment
  • Maintain process and development documentation
  • Extend code base and automation capabilities
  • Prepare courseware for xAPI and SCORM implementation
  • Follow best practices, development processes, and coding standards.
  • Experience with version control software, such as Perforce and project tracking software, such as Jira, is required.
  • Take ownership of his/her work as a highly motivated self-starter.




REQUIRED EDUCATION: Bachelor’s Degree from an accredited college or university and work experience is required. Minimum 10+ years of related experience is required. A combination of education and work experience may be considered in lieu of degree.


REQUIRED SKILLS: Demonstrated experience with and proficiency in web-based development environments, JavaScript, XML, JSON, and HTML5 experience is required. A portfolio with examples of game or eLearning programming is required (web-accessible samples are preferred). MUST BE ABLE TO OBTAIN A SECRET CLEARANCE.


  • Experience with the life cycle of design and programming of training content from concept through project completion is desired.

  • Previous experience with DIF or Army ECDC authoring tools is desired.

  • Demonstrated experience with iOS and Android development and/or tools such as Cordova is desired.

Experience programming in and Objective-C, C#, C++ is desired.
