Title:

Logistics Management Specialist

This is a temporary, part-time position.

Formulates plans and policies relative to achieving the maximum cost effective complete life cycle and Economic Useful Life (EUL) for the Tactical Wheeled Vehicle (TWV) Fleet Army Watercraft Systems (AWS). On a continuing basis, analyzes and interprets policy and guidance material emanating from higher echelons and exercises sound technical judgment in developing or revising project plans and objectives. Identifies planning areas needing emphasis and directs the development and use of new techniques and methodology to provide timely logistical support for CONUS, overseas commands and ultimately foreign countries.

Monitors and evaluates supply/maintenance activities and programs and forecasts future problems and the Army's ability to provide timely logistical support to users. Provides program recommendations to PEO/PM/ and Higher Headquarters. Occasionally reviews logistic support requirements for input to contract documentation for development and production phases.

Reviews program management information to identify potential or actual delays in program progression. Determines where adjustments can be made and what modifications are necessary to insure coordinated action in those areas of major difficulty; investigates matters, which have broad program implications. Renders technical assistance and decisions on unusual and complex problems related to fleet management such as system interoperability, configuration management, unique requirements for support equipment, maintenance engineering analysis, support modeling and related elements of logistic support relating to assigned systems.

Coordinates with DA, Program Executive Officers, Project Managers, Sub-Commands and other services to assure their Tactical Wheeled Vehicle (TWV) and Army Watercraft Systems (AWS) programs are identified, quantitative requirements are included in the Structure and Composition System (SACS) file, system and vehicle priorities are consistent, and required vehicle is supplied and supported. Participates in development, publication and update of comprehensive Tactical Wheeled Vehicle and Army Watercraft Systems plans, studies and the Strategic Portfolio Analysis Review (SPAR) process. Coordinates with other staff members and support elements on fleet composition, vehicle useful life, and use of common components and impact of vehicle commercialization on the Tactical Wheeled Vehicle (TWV) and Army Watercraft Systems (AWS).

Analyzes supporting element funding records and reports, and program requirements and forecasts to determine if the categories and quantities of items are realistic and properly allocated. Determines impacts of funding profiles and recommends corrective actions as needed. Participates in development of program and budget requirements for new and unique fleet management actions and programs.

Serves as the TACOM and PEO representative at conferences and meetings with representatives of Army Material Command (AMC) (including Project Managers and Sub-Commands), DA, other services, foreign countries and private industry relative to supply, maintenance and related logistics policies, plans and objectives. Presents and defends the PEO position on matters pertaining to all phases of assigned programs, and makes recommendations and decisions which commit the office to a specific course of action. Visits supporting installations and foreign countries to provide technical advice and assistance. Available for travel on short notice.

Requirements:

BA/BS degree in a technical discipline and 10 to 12 years experience performing as a Logistics Management Specialist. Experience must include expert logistics knowledge and skills to plan and accomplish projects relative to the Fleet Planning Office functions (i.e., policy development for Tactical Wheeled Vehicle (TWV) and Army Watercraft Systems (AWS) requirements; insuring interoperability, standardization of vehicles and components; configuration management, performance criteria; and development and coordination of fleet plans and programs for development, product improvements and systems acquisition.
