SAIC is seeking a Technical Project Manager to support a federal program for critical legacy system upgrades and modernization.  This role will have direct task order management responsibilities and may have responsibility for multiple concurrent task orders. This role will manage task order contract scope, program financials, program resource allocation and staffing, and will need to coordinate interdependencies with other task order project managers and Government customer divisions across all task order delivery schedules. This individual will manage and integrate activities in accordance with contract requirements ensuring technical, schedule, cost, and financial performance.  In addition, this role will be responsible for supporting development of RFP responses and managing execution of the proposed technical solutions.  The Technical Project Manager is expected to perform relatively independently with minimal direction by a Senior Technical Project Manager, who oversees program-level delivery across all task orders.


·       Ensure technical, schedule, cost, and financial performance

·       Manage contract-defined performance measures

·       Ensure contract technical execution compliance and change management

·       Manage risk, customer relationships, and program staffing 

·       Regularly status the Senior Technical Project Manager and Program Director

·       Support status reporting to the Government program team

·       Ensure compliance with quality standards and escalate challenges to the Senior Technical Project Manager and SAIC leadership 

·       Support business development and program staff management

·       Provide key input and direction in planning, developing and implementing the technical delivery plan, establishing and managing against the program baseline

·       Identify key resources to manage and execute to the program baseline

·       Identifies and analyzes variances and defines mitigation and/or corrective actions

·       Manages shared resources across multiple concurrent task orders

·       Manages mid to large size program staff that includes subcontractors

·       Provides strategic guidance to the team

·       Escalates and resolves program issues reporting regular status to the Senior Technical Project Manager



·       Strong communication skills

·       Significant customer management experience

·       Experience in one or more Agile methodologies: Scrum, Kanban, Scrumban

·       Experience managing projects with many of the following technical requirements/scope:

o   OS and Virtualization: HP-UX/AIX/Linux, Windows, Amazon AMI, VMWare, RHEV

o   Database: Oracle, MySQL, MS SQL, PostgreSQL, Datastax

o   Servers: Cisco UCS, HP, Dell, IBM

o   Platform/Middleware: JBOSS, Websphere, Apache, Tomcat, SOLR

o   Monitoring: Splunk, AppDynamics, TeamQuest, HP Openview

o   Programming Languages:  Java, .NET, and C++

·       Experience with projects involving Cloud Migration, Implementation, AWS Services, FedRAMP, System Integration capability

·       Six or more (6+) years’ experience managing IT projects in infrastructure and/or development environments



·       Experience starting up new task orders and the related contracts, subcontracts, financial baseline, and staffing activities

·       Experience managing various contract types including FFP and T&M



·       Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more of related experience
