SAIC is seeking a Senior Technical Project Manager to support a federal program for critical legacy system upgrades and modernization.  This role will have direct program management responsibilities coordinating the activities across multiple task orders as well as overseeing several task order project managers. This role will report directly to the Program Director and will manage task order contract scope, program financials, program resource allocation and staffing, and the interdependencies across all task order delivery schedules. This individual will manage and integrate activities in accordance with contract requirements ensuring technical, schedule, cost, and financial performance.  In addition, this role will be responsible for supporting development of RFP responses and managing execution of the proposed technical solutions.  The Senior Technical Project Manager is expected to perform relatively independently with minimal direction by the Program Director and manages the team based on objectives aligned to the task order delivery plans and quality and performance requirements.


·       Ensure technical, schedule, cost, and financial performance

·       Manage contract-defined performance measures

·       Ensure contract technical execution compliance and change management

·       Manage risk, customer relationships, and program staffing 

·       Regularly status the Program Director and SAIC leadership

·       Regularly status the Federal program team and Federal leadership team

·       Ensure compliance with quality standards and escalate challenges to SAIC leadership 

·       Support business development and program staff management

·       Provide key input and direction in planning, developing and implementing the technical delivery plan, establishing and managing against the program baseline

·       Identify key resources to manage and execute to the program baseline

·       Identify and analyze variances and define mitigation and/or corrective actions

·       Manage a team of task order Project Managers

·       Manage shared resources across multiple concurrent task orders

·       Manage large size program staff that includes subcontractors

·       Provide strategic guidance to the team

·       Escalate and resolve program issues reporting regular status to the Program Director



·       Strong communication skills

·       Significant customer management experience

·       Experience in one or more Agile methodologies: Scrum, Kanban, Scrumban

·       Experience managing projects with many of the following technical requirements/scope:

o   OS and Virtualization: HP-UX/AIX/Linux, Windows, Amazon AMI, VMWare, RHEV

o   Database: Oracle, MySQL, MS SQL, PostgreSQL, Datastax

o   Servers: Cisco UCS, HP, Dell, IBM

o   Platform/Middleware: JBOSS, Websphere, Apache, Tomcat, SOLR

o   Monitoring: Splunk, AppDynamics, TeamQuest, HP Openview

o   Programming Languages:  Java, .NET, and C++

·       Experience with projects involving Cloud Migration, Implementation, AWS Services, FedRAMP, System Integration capability

·       Ten or more (10 +) years managing experience IT projects in infrastructure and/or development environments



·       Experience starting up new task orders

·       Experience managing various contract types including FFP and T&M



·       Bachelors and fourteen (14) years or more of related experience; Masters and twelve (12) years or more of related experience
