We are presently identifying candidates for the following position: Model Police Precinct Advisor- Specialist Advisor III
. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in U.S. Embassy, El Salvador on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:
- MRPT Clearance (U.S. Citizens & TCNs) or RSO Clearance (LNs)
- U.S. Citizen, Third Country National or Local National
- Post graduate degree in international relations, law, law enforcement, project management, public policy, sociology, or related field, and five (5) years of experience in the field of specialty; or Bachelor's degree in international relations, law enforcement, public policy, sociology or related field and ten (10) years of experience in the field of specialty; or fifteen (15) years of relevant experience, including at least three (3) years of experience working overseas in an Embassy environment or other governmental or international organization environment.
- Experience briefing in Spanish or English as appropriate.
- FSI level 3/3 Spanish.
- Minimum five (5) years supervisory experience within law enforcement, police, or security.
- Three (3) years of demonstrated experience working in the area of community policing and intelligence-led policing.
- Demonstrated experience in partnership building among stakeholders.
- Demonstrated successful communication and liaison skills appropriate for work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups.
- Physically able to work and travel in the region full time, including to remote/rural areas
- Demonstrated knowledge and work experience with high-level strategic concepts with detailed real-world examples to effectively illustrate the objectives and progress of a project.
- Extensive work experience in oral and written communication and techniques for reporting, documentation, publication, and audio-visual material preparation in relation to program management.
- Demonstrated social, and interpersonal skills.
- Demonstrated successful liaison skills.

- This position requires a work plan.
- Three positions are located in San Salvador, El Salvador. One position is located in San Miguel, El Salvador. Travel within El Salvador and some international locations is required.
- Works most closely with and receives guidance from the INL Regional Gang Advisor.
- Serves as on-site expert for police commanders and police delegations nationwide on the full range of enforcement issues, including creating and establishing programs to support and mentor the PNC
- Coordinates program development, implementation, and reporting with other Salvadoran entities and INL advisors/contractors throughout the country.
- Prepares written needs assessments for training, equipment, and facilities improvements for each assigned delegation, sub-delegation, and police post.
- Guides the PNC to implement best practices for reducing crime and violence nationwide.
- Performs hands-on mentoring at delegations, sub-delegations and police posts to ensure coordination through all levels of the PNC hierarchy.
- Provides mentoring to improve police-community relations, establishes ongoing partnerships between PNC-community-private sector, and provides ongoing guidance on improving PNC effectiveness in the maintenance of those ongoing partnerships.
- Synchronizes the National Police strategy with the INL MPP comprehensive program, serving as a liaison between host government counterparts and INL staff.
- Provides technical expertise and guidance to PNC counterparts on how to merge the operational tactics with community outreach and prevention activities.
- Fosters collaborative partnerships among the different PNC units to develop solutions and share information.
- Supports the PNC at the delegation level to conduct town halls and community outreach activities involving community leaders, local authorities, school communities, and private sector entities, among others.
- Mentors PNC to develop best practices to implement, oversee, and coordinate activities to achieve crime reduction.
- Through monitoring, on-site analysis, and mentoring ensures that knowledge and skills acquired by police officers during INL-supported trainings is applied and implemented and outcomes are measured and analyzed.
- Continuously conducts needs assessments for training and equipment at the delegation level.
- Provides strategies to delegation commanders on how to focus limited resources to improve citizen security.
- Weekly reports, oral or written as requested, are required.
- Works with the INL Police Team to perform complex analyses in coordinating police activities to achieve INL objectives.
- Takes all necessary precautions to remain well away from the site of any operation where there is a heightened safety risk.
- Has the ability to work under time pressure, in a high-tempo environment; knowledge of U.S. Governmental operational and programmatic issues.
- Exercises sound judgement in identifying priority issues from information received.
- Able to synthesize information and draft written reports clearly, succinctly, and quickly.
- Actively develops relations with interlocutors.
- Demonstration of flexibility, adaptability, and willingness to support INL activity is required.
- Identifies the need for follow-up actions on information received and assists INL to act expeditiously.
- Demonstrates professional competence and mastery in written and oral communication.
- Is conscientious and efficient in meeting commitments, observing deadlines, and achieving results.
- Ensures INL projects are executed in accordance with the objectives and terms established in the Letters of Agreement, the INL Country Plan, and similar documents.
- Attends meetings with U.S. and host government officials as requested, including regional working group meetings.
- Provides the following reports as deliverables:
- Monthly: Provide a summary of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, outcomes, milestones achieved, and other relevant statistical data. Report on scheduled upcoming meetings, trainings, and other activities, outlining dates and participants (due the second Tuesday of each month).
- Quarterly: Quarterly Reports, including compiled monthly report quantitative data, an analysis of program trends, and an update on progress toward INL’s desired outcomes and impact goals, noting challenges, successes, future plans, and recommendations to INL. Due within 30 days of the close of the reporting quarter.
- Annually: Provide the INL an End-Year Summary of the last year and an estimate of progress toward reaching the three-year goal of turning over responsibility to the host government, and an annual report detailing the results of each projected output, outcome, performance measurement, and impact.
