We are presently identifying candidates for the following position: Gang Disruption Advisor - Police Advisor IV. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Guatemala City, Guatemala  on the Central America Regional Security Initiative (CARSI) contract.
The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:  
 
Minimum Qualifications—
  • U.S. Citizen (USC), Third Country National (TCN), or Local National (LN).
  • MRPT Clearance (for USCs & TCNs) or RSO Certification (for LNs).
  • Master’s degree and ten (10) years of experience working in anti-gang and/or counter-gang programs or operations, law enforcement, or military; or Bachelor’s degree and fifteen (15) years of experience working in anti-gang and/or counter-gang programs or operations, law enforcement, or military; or twenty (20) years of experience working in anti-gang and/or counter-gang programs or operations, law enforcement, or military.
  • Three (3) years of specialized experience working with gang suppression task forces, anti-gang or counter-gang programs or operations as a police officer.
  • Three (3) years of experience as an employee or advisor collaborating and/or supporting a law enforcement agency such as Ministry of Interior, INL, United Nations, FBI, etc.; Must understand law enforcement culture, procedures, activities and law enforcement limitations.
  • Three (3) years of experience living and/or working overseas in a governmental capacity.
  • Ability to speak, comprehend, read, and write effectively in English (3/3) and Spanish (3/3).
  • Possess a valid driver’s license and be able to complete the U.S. government Incidental Driver’s Certification at Post.
  • Possess, and be able to maintain, a passport with no travel restrictions.
 
Responsibilities—
  • Advises and assists the Citizen Security Program Officer (CSPO) and the Gang Suppression Initiative Program Manager (GSIPM), and works closely with other INL Third Party Contractors, USAID, other U.S. Embassy agencies, and Guatemalan government officials on all aspects of INL citizen security and counter-gang projects related to the Gang Suppression Initiative (GSI).
  • Helps establish, develop, improve, coordinate, and sustain innovative gang suppression projects designed to disrupt organized criminal organizations and their activities.
  • Assists with the planning, coordination, implementation, maintenance, and monitoring of projects, training, activities, and other events to support the Guatemalan government’s gang suppression efforts.
  • Assists with the design and implementation of studies analyzing gang structures, activities, and recruitment.
  • Proposes strategic plans to identify, monitor, and document gang hierarchies, affiliations, and facilitators, and develops proposals to strengthen counter gang units’ capacity to disrupt criminal organizations in regions most affected by gang violence.
  • Assists with the drafting of anti-gang operational plans to include creation of gang member information sharing mechanisms, enhanced use of camera monitoring centers, and effective patrol procedures to combat gang activity.
  • Establishes, develops, improves, and maintains close and effective working relationships with relevant counterparts that can help further effective gang suppression programs, operations, and investigations.
  • Advises and assists the CSPO and the GSIPM with training Guatemalan government officials, including selection of PNC personnel, and presentation of relevant training.
  • Attends security and anti-gang-related fora, activities and events and reports to the CSPO and/or the GSIPM.
  • Prepares and presents detailed information and analysis, to a variety of audiences, in a clear, concise, persuasive, and effective manner, in English and Spanish.
  • Prepares weekly and monthly activity reports relating to gang suppression programs, projects, operations, and investigations, and impact of those efforts on gang related crime, and reports of meetings, seminars, and projects with government and non-government representatives.
  • Travels to monitor the progress of current and developing gang suppression programs, projects, and operations throughout Guatemala.
  • Facilitates the flow of accurate and timely information among stakeholders, the INL program offices, and other Embassy and national stakeholders.
  • Contributes to other GSI team efforts as needed.
