Description
SAIC is currently looking for a Systems Engineer with
Program Management experience to join our amazing team supporting
launch system SE&I activities for the Launch Enterprise (LE) Directorate at
SMC. This position is located at Los Angeles AFB, CA.
Key aspects of this oversight will include the following:
Requirements Management
Architecture Management
Technical Baseline Management
Requirements Management
Launch Vehicle Acquisition Support
Launch Mission Assurance activities, in cooperation with FFRDC
Launch Scheduling and Mission Assignments
Coordination with launch vehicle providers, satellite developers, associate
contractors, FFRDC, and launch site teams
Job Specific Responsibilities:
Lead activities based on sound
acquisitions and engineering practices
Elicit and refine customer requirements
Ensure designs fully support
requirements and are consistent with customer
budget, schedule, risk profile and
organizational/system constraints
Responsible for leading
a complex task order or a group of task orders affecting business or technical
system development activity.
Works with the client contracting
officers and representatives, management personnel, staff and customer
representatives.
Responsible for formulating and
enforcing work standards, assigning resources and staff, preparing and adhering
to cost budgets, approving work schedules, reviewing work, resolving
discrepancies, and communicating policies, purposes, and goals of the project.
Is responsible for the overall management of specific projects or task orders
and ensures that the technical solutions, schedules and project deliverables
specified in the task order are implemented in a timely manner.
Individual must possess solid
working knowledge of space launch systems and processes. Individuals in this
role must have a solid understanding of launch vehicle processes and practices,
launch site preparations flow and day-of-launch procedures.
The individual should also have a
general understanding of the NSSL vehicle launch interface requirements, launch
transportation and processing requirements.
May performs Systems Engineering
activities related to Information Technology or Engineering including: concept
of operations formulation, requirements definition, analysis and engineering,
system architecting, system analysis and design, interface and data
architectures, validation and verification, systems integration, system &
op. performance analysis, Lifecycle cost analysis & estimation,
decision analysis and physical configuration analysis (PCA).
Ensures the logical and systematic
conversion of product requirements into total systems solutions that
acknowledge technical, schedule, and cost constraints.
Performs functional analysis,
timeline analysis, detail trade studies, requirements allocation and interface
definition studies to translate customer requirements into hardware and
software or engineering specifications.
Provides specific, detailed
information for selection, implementation techniques, and tools for the most
efficient solution to meet business needs, including present and future
capacity requirements. From an information technology perspective, may be
concerned with floor layout, power & cooling, data storage, infrastructure
management, backup, monitoring, operating systems, directory services, identity
management, access management, and automation.
Qualifications
Required Experience & Qualifications
Minimum Secret Clearance
Bachelor’s degree and 10+ years or more of related experience. 8+ years in launch vehicle
industry
Participated with senior managers to establish plans and objectives
Ability to recommend/make decisions on administrative or project work matters and ensures
effective achievement of program, project, or organizational objectives
Required Certifications
PMP, APDP level III (PM), APDP level III (Contracting) or equivalent
