SAIC is seeking an exceptional Facility Operations & Maintenance Manager to lead our training program in multiple African Nations.

  Strengthening the capacity of security sector institutions across multiple African countries is fundamental to the success of AFRICAP Program supporting the US State Department.  SAIC will provide logistics training to specific African countries including: training and mentoring in operations and maintenance (O&M); mentoring O&M personnel; driver and mechanics training; quartermaster training; small arms, ammunition, and stockpile management training; mentoring of training center staff and operations personnel.

Duties and responsibilities include but are not limited to the following:

Directly responsible to the Project Manager on all operations and maintenance vocational technical training (O&M VOTECH)

Develop training plans to formally train selected country military personnel in technical skills listed below.  Training should also include administrative skills such as computer use and basic management training to produce a large number of technicians certified in their fields of expertise:






Power Generation Mechanics and Operators

Work with designated country personnel to identify technical instructors to participate in a train-the trainer program.

Identify and train permanent administration and logistics support staff.

Support ongoing logistics requirements at the school throughout the period of performance, including diesel for power generation, repair parts, cleaning supplies, transportation, training supplies, and technical tools.

Propose equipment; such as drilling rigs, water filtration systems, water trucks, honey sucker trucks and a set of 1st line repair stocks for the training of capital equipment repair.

This position may require working in austere locations

THIS POSITION IS CONTINGENT UPON GOVT AWARD - The designated country will be identified upon receipt of DoS Task Order  


Former U.S. Army Logistics officer, minimum grade 03-04, or five years experience managing training facilities and maintenance in austere environments in developing countries.

Suitable candidate will have a minimum of 2 years of camp management, logistic support and management experience, to include overall inventory control, accountability, warehousing, supplies, services and material.

Experience working in an austere OCONUS environment, preferably in Africa.

Must possess an understanding of the need to conduct work in a diplomatic and culturally sensitive manner.

Must be capable of moderate physical exertion to include the ability to lift and carry items up to fifty (50) pounds.

Must be able to conduct travel and work within an equatorial environment with a limited support infrastructure.

Must be proficient with personal computers and capable of using Microsoft office products such as word, power point, and excel.
