Assistant Branch Manager, Production

Description:

Assists Branch Manager in providing overall direction and management to personnel performing diverse logistics management operations required to support the MPF Program, such as forecasting, requisitioning, receiving, storage, inventory control, tracking, issuing, material movement, packing, loading, management of material handling equipment, and logistics systems management. Through subordinate supervisors/leads, coordinates activities of workers engaged in servicing, storing and repairing to obtain optimal use of equipment, facilities, and personnel, and supporting tools and special test equipment. Interprets specifications, drawings, work orders, technical instructions, and layouts. Through subordinate supervisors, ensures all completed work is in compliance with specifications and time schedules. Reviews and analyzes expenditure, financial, and operations reports to determine requirements and makes recommendations to management that will improve overall efficiency. Assists in the approval of requisitions for equipment, materials and supplies within limits of the department budget. Performs administrative management tasks and prepares related management reports. Assists in the formulation of administrative and operations policies and procedures and ensures compliance with administrative policies, procedures, safety rules and government regulations. Provides technical guidance/assistance and makes decisions where written guidelines are not available. Plans and manages human resource activities within assigned area of responsibility, and within an organized labor-union environment. Supervises direct reports. Establishes performance objectives/goals. Supervises the requisitioning, receipt and allocation of tools, parts, and material required. Establishes and supervises production line and established process procedures. Recommends changes to procedures as appropriate. Maintains MPF ISO-9002 policies and procedures and ensures on-going compliance with such. Performs other related duties as assigned.

Qualifications:

  1. Ten (10) years of directly related work experience in a logistics operation support environment, including four years of supervisory experience.
  2. BS degree with a major study in logistic engineering, property control/inventory, supply management, accounting or related field.
  3. In lieu of a degree, a combination of college credits, other formalized training or education, and directly related work experience may be considered.
  4. Complete the Ground Officer Supply Course or equivalent.
  5. Working knowledge of ADP Systems and techniques.
  6. Indepth knowledge of logistics systems, inventory management, procurement, item identifications, warehousing, and material handling.
  7. Strong written and oral communication skills.
  8. Working knowledge of MPF program.
  9. Working knowledge of MCPDS and SL 1-2 and SL 1-3.
  10. Working knowledge of FEDLOGS.
  11. Working knowledge of EXCEL/ACCESS software and/or Microsoft.
  12. Working knowledge of personal computers and the ability to prepare adhoc reports as required to support branch activities.
  13. Working knowledge of MDSS II.
  14. Familiarity with labor relations - union interaction.
  15. Ability to comply with all established methods, quality standards, and time schedules applicable to this position
