Foreign Military Sales (FMS) Financial Analyst

This position will provide technical financial analyst support for Foreign Military Sales (FMS) Programs for the US Lower Tier Project Office’s PATRIOT Air Defense Weapon System. The preferred candidate must be experienced to evaluate program financial progress, performance, effectiveness of foreign military sales developing and implemented programs case through final closure. Experience in FMS acquisition and working knowledge of the Security Assistance Management Manual and policies, laws and procedures is highly desired. Applicant must be a self-starter and be able to conform to shifting priorities, demands and timelines.

The preferred candidate will be familiar with forms related to MIPRs, Work Requests, Requisitions, CDRLs, DD254s and DD1149s. Will prepare for and support meetings, working groups, and conferences with analysis, reports, briefings, and minutes associated with potential and current FMS programs. Maintain consistent and routine liaison with appropriate organizations in support of FMS pre-case, case execution, reconciliation and case closure activities.

Required skills: Bachelor’s degree with 5+ years’ experience in financial management, and/or technical or business analysis discipline.

Candidate must be experienced in the development of financial products, maintaining tracking techniques that monitor program execution.

Experienced using existing U.S. Army reporting systems to include General Fund Enterprise Business System (GFEBS). Additionally candidate need to be experienced in the developing and maintaining tracking techniques to monitor FMS case execution using legacy accounting systems including the Standard Operation and Maintenance Army Research and Development System (SOMARDS).

Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance or meet the eligibility to obtain (and maintain) a Secret Clearance.

Additional duties include but are not limited to:

Develop/maintain tracking techniques to monitor program execution, using existing information and reporting systems like Defense Security Assistance Management System (DSAMS), Centralized Information System for International Logistics (CISIL) and Security Cooperation Information Portal (SCIP).

Collect, complete, organize and interpret technical data and financial information relating to acquisition and establishments of program plans and milestones.

Oversees financial management actions for FMS programs by analyzing, planning, coordinating, developing, directing and reviewing program performance.

Coordinate updates for FMS program status, progress and in the development of forecast reports.

Review and submissions in DSAMS of LOA and P&As, review and development of Statement of Work, contracts development and technical evaluations, briefings, and general support

Prepare correspondence and directives as necessary to ensure that initiatives, budgets, allocations and schedules in support of the assigned cases are properly reported and formally answered.
