The Programme

The Transforming Forensics (TF) Programme is a partnership between the National Police Chiefs Council and KBR. Set up in 2017, the TF vision is to protect the public and enable justice through the most advanced and coordinated forensics. In January, the UK Government announced it will be investing £28.6m in TF to enable it to continue delivering a range of forensics products, services and capabilities that meet the changing needs of policing and the public, including work already underway and a new focus on digital forensics. The funding will help to drive advances in science and innovation, develop more efficient working practices, and offer transformational benefits to police forces and the wider forensics community.

KBR is supporting TF and has helped establish the Forensic Capability Network (FCN). The FCN aims to be the world’s most advanced and coordinated forensic network, and has already had a positive impact, working with forces directly on forensics accreditation, and managing critical engagement with suppliers and other stakeholders at the national level. The programme is building on this, to deliver a step-change in the use of forensics in protecting the public and ensuring justice is served.

Core Responsibilities and Duties

  • The Planner will support the Senior Programme Planner to:
  • Maintain a high-level Integrated Programme plan using information from team members across the programme.
  • Monitor project dependencies for the Programme
  • Assist in the tracking and reporting of progress using appropriate dashboards, views or diagrams
  • Assist in the incorporation of resources within schedules (once the process has been established)
  • Work with the programme and project teams to resolve inconsistencies between the plans
  • Test and check logic and be able to identify errors or conflicts that will impact delivery or operation
  • Understand and explain the critical path and report the impact of change events
  • Support the understanding of schedule risks and be able to demonstrate the impact of schedule change on these risks (and opportunities)
  • Maintain projects from the definition stage through to final service operation
  • Work collaboratively with team members to develop project plans
  • Work with teams with conflicting priorities with a variety of backgrounds and planning skills

The role will report to the TF Senior Programme Planning Analyst to provide assistance into the planning / progress of the projects.

Skills and Experience

The following skills and experiences are essential :

  • Ability to assimilate planning information from a variety of sources, understand the impact/implications of misalignments and discrepancies and propose actions.
  • Ability to collaborate with team members to explain the impact on other programme areas, to achieve optimal time, cost, performance goals.
  • Good client facing skills with the confidence to deal with people at all levels
  • Capable of working proactively, independently and collaboratively as part of a wider team
  • Good verbal and written communication skills including report writing and presentation skills
  • Analytical background with skills in problem identification.
  • Understand critical path analysis and able to generate reports and views as part of the management information
  • Must be comfortable working with uncertainty, making, communicating and testing assumptions.
  • Ability to work with remote and distributed teams from a variety of backgrounds and differing skillsets

Please Note: the role holder will either need to have or be eligible to apply for Police Vetting / Security Clearance (i.e. NPPV2).

The following skills and experiences are preferable :

  • Project planner (MS Project / Primavera) with a track record of working on complex, emergent, business change and/or IT technology programmes.
  • Experience within policing
  • Experience in agile business environment
  • Experiencein Prince2 and/or MSP (Managing Successful Programmes) environments

Preferred Qualifications:

  • Degree or equivalent in a business or science related subject
