IT Budget and Procurement ManagerJob Description

KBR is seeking an IT Budget and Procurement Manager to be a part of the Aviation & Missile Center CIO/G6 team. You will use your expertise in developing and managing IT budgets and creating and processing IT procurements in an Army environment. As the Budget and Procurement Manager you will support activities to manage IT hardware and services budgets and support the acquisition life-cycle; navigate procedural and policy boundaries to plan for and procure IT assets across the enterprise; identify and remove obstacles to budget and procurement processes; and follow established procedures relevant to budget management and procurement. Candidates must possess excellent interpersonal, business management and customer service skills.

Job Function:

The individual will assists in forming and executing procurement strategies and life-cycle IT budgeting plans to optimize technologies across the organization. The IT Budget and Procurement Manager will develop and implement procedures for identifying, procuring, deploying, and tracking company assets to oversee spending and acquisitions throughout the lifecycle. This role will analyze and report on costs, charge back rates, utilization rates, and allocations to maximize ROI.


  • Integrate financial, contractual, inventory, and operational functions in support of IT asset management
  • Working directly with the Government to maintain a seamless transition from the creation of purchase orders, to the delivery of assets, through life-cycle maintenance, to the disposal of end of life items
  • Maintain the accuracy of department budgets and support the related planning and reporting effortsTypical duties will include working directly with the Government to:
  • Define, maintain, and update policies and procedures for effective management of the IT asset life cycle (e.g., acquisition, deployment, utilization, de-installation, reallocations, and disposal)
  • Track and maintain accurate budget records
  • Assist in developing procurement plans and packages, and tracking/expediting the procurement process
  • Define metrics, collect data, and report on the effectiveness of IT budgets and procurement processes
  • Assist in inventory management, procurement and shipment activities
  • Analyze purchasing effectiveness and resolve purchasing issues
  • Oversee contract negotiation, contract renewals and vendor management activities
  • Monitor and control expenses within allotted budgets

Required Qualifications

  • Bachelor’s degree in Engineering, Science, Business, or Industrial Engineering with 10 or more years’ of relevant experience
  • Candidate must have an active US Secret Security Clearance which requires US Citizenship
