Title:

APS-3: Operations Manager

Manage the planning and execution of both current and future operations at APS-3. Synchronizes and monitor the implementation of future requirements across several departmental or functional activities. Work with Program Leadership to establishes production standards, monitors compliance, and recommends operational improvements. Assist separate managers in tracking short and long term goals for the Program. Insures compliance with applicable government regulations and contract requirements.

Introduction:

KBR executes a contract for the US Army to provide Maintenance and Logistics services for the Army's Prepositioned Warstock set #3 (APS-3) at the Army Field Support Battalion - Charleston, located on the Charleston Naval Weapons Station in Goose Creek, SC.

POSITION SUMMARY:

The Current Operations (CUOPS) Manager leads multiple teams of planners, analysts, and schedulers responsible for:

Future Operations mission planning, master schedule development, production analysis, terrain management, future equipment fielding coordination, as well as composing program management briefings for the APS-3 program. Current Operations Support team, production control, movement control, and the maintenance contact team. Manage and facilitate all aspects of production and material control across the program.

Current Operations Manager may have frequent interaction with the USG to include providing formal briefings, reports, and program updates.

The APS-3 program works a 4X10 schedule, Monday-Thursday. Overtime on Friday-Sunday can be expected periodically.

Due to the mission of the program, APS-3 assets may be required to be issued anywhere in the world, and on short notice. In this event, KBR has a requirement to send personnel to the download site to facilitate download, configuration, and handoff of APS assets. The Current Operations Manager may be required to deploy in order to help facilitate these activities.

Duties and Responsibilities:

  • Manage workload assignment, progress, and completion of projects and deliverables for the CUOPs and FUOPs teams.
  • Synchronize program wide planning and execution (tracking and reporting)
  • Holds employees accountable for their performance
  • Regularly Interface with the DPM and PM to synchronize on Program objectives.
  • Routinely meet and interface with the customer and internal departments as the single point of contact for all matters pertaining to program current and future operations
  • Participate in preparation of proposals and estimates
  • Maintain accountability of real property assigned to the Operations team
  • Promote and uphold KBR’s Zero Harm safety program policies and procedures
  • Performs other related duties as assigned

MATERIAL & EQUIPMENT DIRECTLY USED:

  • Government furnished IT hardware and software will be furnished in government facilities

WORKING ENVIRONMENT:

  • Work is generally conducted in an office environment; however, duties may include the conduct of work in the out-of-doors area with a potential exposure to extreme climatic conditions.

PHYSICAL ACTIVITIES:

  • Must be able to lift 25 lbs continuously and 35 lbs intermittently
  • Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published company work rules.

Education/Certifications :

  • Bachelor’s degree in Business Administration / management or related field is preferred. Applicable specialized military or military contracting experience can be used in lieu of formal post high school education on a one to one basis.

Specialized Skills :

  • Strong analytical and problem solving skills required.
  • Strong Leadership and multi-task management skill required.
  • Strong interpersonal, verbal, and written communication skills required.
  • Working knowledge of GCSS-Army, and AWRDS preferred.
  • Proficient with the Microsoft office suite, particularly MS-Project, MS-Word, MS-Excel preferred.
  • Data extraction, manipulation, and analysis capabilities preferred.
  • Prior experience with Operations in military service or working with Army staff is a plus
  • Lean Six Sigma training / certification is a plus
  • Project management training / certification a plus
  • Meeting the requirements to deploy to include medical readiness and training is a plus
  • OSHA -10 certification a plus

Experience :

  • 6-plus years of directly relevant experience in planning / analysis / scheduling roles in a construction / manufacturing / defense contracting environment
  • 3-plus years in a leadership or supervisory position
  • Experience in performing RCCA analysis is a plus
  • Experience is working in lean manufacturing, participating or leading continuous improvement projects is a plus

Other requirements:

  • Must be U.S. Citizen
  • Must be capable of getting a SECRET security clearance
  • Possesses a valid Real ID state motor vehicle license.
  • Must be able to obtain and maintain local base access.
