Join SAIC’s OneSETA Team to provide our government customer with Systems Engineering & Technical Assistance (SETA) support. SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security.
The Office of Innovation and Collaboration (OIC), located within the Department of Homeland Security’s (DHS) Science and Technology Directorate (S&T), is comprised of approximately 800 Federal and contractor employees that make up a robust, highly technical staff. SETA support services for the OIC Front Office (OIC FO) federal staff, which includes the Executive Director, Principal Director, Staff Director, Business and Finance Manager, and Senior Advisor. SETA support services would provide coordinated and collaborative support in the following functional areas: executive support, general administrative management, business and financial management, and strategic communications support.
OIC uses a combination of capabilities, authorities, and partnerships to maintain an organic suite of science and engineering capabilities and perform enduring research. OIC partners with the private sector, Federal research laboratories, other Federal departments and agencies, academia, and select international partners to provide S&T direct pathways to external research, development, test, and evaluation (RDT&E) investments and non- traditional performers to sponsor cutting-edge technology and capability development and deliver high-impact solutions for S&T customers. S&T uses our scientific and technical RDT&E expertise to support strategic programs and other efforts with the development and delivery of solutions to counter current, emerging, and future threats against the homeland.
OIC provides a balanced portfolio of enabling capabilities by integrating the efforts of five divisions: The Office of National Laboratories, the Office of Industry Partnerships, the Office of University Programs, the International Cooperative Programs Office, and the Federally- Funded Research and Development Center (FFRDC) Program Management Office. OIC’s network of DHS and Department of Energy laboratories, academic Centers of Excellence (COE), FFRDCs, and Homeland Security Innovation Programs span the Nation. Additionally, OIC manages relationships with thirteen (13) bilateral partners to leverage RDT&E capabilities from across the globe.

For this position at DHS OIC Front Office, the Senior Analyst will:
Develop and refine OIC communication plan and mechanisms as well as messaging and content to facilitate information sharing. Translate technical project information into clear, readable documents to be used by technical and non-technical personnel to be approved by the government.
Assist with the development of communication strategies, plans, and outreach. Contractor shall originate new or refine draft briefings, posters, newsletters, websites and other communications devices in accordance with prevailing DHS polices, templates, and guidance to be approved by the government.
Develop strategic communications documents and repository to include executive messaging, Executive presentations, speeches, briefs, talking points and written strategic guidance for OIC Front Office leadership to be approved by the government.
Coordinate and facilitate timely communication and outreach efforts. Perform outreach support, coordinating and responding to full response package inquiries, aiding in continued communications with internal and external stakeholders.
Serve as OIC Front Office Communications POC and coordinate with the S&T Communications and Outreach Division (and future iterations of this group) so that they may perform video recording and editing and support content management on networks and platforms such as Facebook, Twitter, and YouTube.
Develop and maintain OIC Front Office strategic communications repository to be approved by the government.
Provide web portal application, development and maintenance to the OIC Front Office collaboration site (e.g. SharePoint 2013 or later iterations, etc.) in accordance with DHS policies. Contractor shall keep records of, update or develop technical documents as to what was customized and why; or develop end user documents and provide user training and make
recommendations to be approved by the government. Contractor may also require web design and development experience.
For SAIC, a Senior Analyst contributes to the evaluation, analysis, and development of recommended solutions. Resolves complex problems, which require an in-depth knowledge of subject matter related to the designated field or discipline. Applies principles and methods of the subject matter to specialized solutions. Areas of expertise may include economic and behavioral analysis, data analytics, biometric analysis, communication and network systems, business process reengineering, performance management, statistical process control, individual and organizational assessment and evaluation, process modeling and simulation, strategic and business planning, change management, organizational development, quality assurance, regulatory compliance, and situational awareness and decision support.
