The Port Operations Manager's responsibilities include the supervision of five crew boats providing ship to shore and shore to ship service to multiple USNS vessels at anchorage. In addition, the Port Operations Manager overseas the operations of Landing Craft Mechanized (LCMs) providing scheduled and on-call support to multiple USNS ships at anchorage.
The Port Manager is also responsible for the safe operations of all small craft in the harbor and overseas the operations of the Port Control Tower that controls all harbor small boat operations.
Additional duties include safe operations of numerous ship maintenance shops (electrical, fabrication, engine, supply) and overseas the overhaul schedule for all assigned watercraft (inclusive of crew boats, LCMs, Tug boats, and security boats). Also responsible for the safety and quality of work performed in all aspects of port and harbor operations, inclusive of maintenance performed during scheduled Class-B overhauls.
Provides oversight and technical direction, as required, to personnel operating the port's Synchrolift system. Oversees the operations of two subcontracted tug boats and the operations of the assigned Harbor Pilot, ensuring timely and safe operations of all associated operations to support ocean going vessels arriving and departing Diego Garcia.
Provides direct supervision to assigned line handlers to ensure safe and efficient mooring of various types of vessels including submarines. Plans drills and provides technical direction for training of personnel in Search and Rescue (SAR) operations. Participates and provides oversight to small craft training and certification of all boat crews. Assists in the development of standard operating procedures and Quality Control checklists to ensure contract compliance in all aspects of port and harbor operations.
Plans budgets and ensures Annex compliance within fiscal constraints. Liaises with senior Navy and Military Sealift Officers and USNS Vessel Masters. General and technical knowledge of port and harbor operations required.

Port and Harbor Management experience required. Knowledge of small boat operations required.
EDUCATION: Bachelor's degree in Marine related field preferred but not required.

EXPERIENCE: (6) years of Harbor Operations Management experience required. Hands on experience with operations of small water craft preferred.

ABILITIES: Candidate must be physically fit and capable of operating small water craft and capable of safely entering and exiting Tug Boats and other small water craft.
