Join SAIC’s team, in support of the U.S. Special Operations Command's  Special Operations Forces Acquisition, Technology, and Logistics Support Services (SOF AT&L), in meeting its mission by providing rapid and focused acquisition, technology, and logistics support to Warfighters, through the delivery of the most effective capabilities to our Special Operations Forces.

 
The candidate selected for this position shall:
  • Oversee production of complex avionics systems; track production anomalies, report root causes to the program manager

  • Monitor contractor production operations and inform the government PM of non-compliance with contract requirements

  • Provides inputs for status briefings to leadership, outlining assigned programs, and projects

  • Supports technical evaluation of market surveys conducted in conjunction with assigned programs

  • Assess the adequacy of contractor engineering and analysis relating to production operation

  • Provides input for status briefings to leadership, outlining assigned programs, projects, problems, and recommended resolution

  • Supports contract modification and makes technical recommendations for change order approval. Provides recommendations for approval of plans, specification, cost estimates, design calculations, schedules, cost proposals, and engineering studies

  • Evaluate contractor plans for changes to production operations, evaluate how those plans may impact product delivery to the government; inform the government program manager of issues and opportunities

  • Plans, executes, and documents surveillance of design, development, and production efforts on behalf of governments, using performance indicators identified in applicable engineering surveillance processes

  • Completes advanced engineering tasks such as reviewing engineering change proposals, requests for waivers and deviations, and nonconforming materials

  • Assist the PM in assessing production costs and opportunities for cost reduction initiatives

  • Identify trends in contractor production performance

  • Interface as necessary with Defense Contract Management Agency personnel to assure proper oversight of contractor production performance

Qualifications

  • Bachelors in a business or technical subject (e.g. math, physics, engineering etc.) unless work experience is directly relates to implementing/overseeing production processes, production quality management, or supply chain management. operations/support) and nine (9) years or more experience; Masters and seven (7) years or more experience. Work experience must be in implementing/overseeing production processes, production quality management, or supply chain management in order to waive Master's degree requirement; PhD or JD and four (4) years or more experience

  • Must possess a DoD Secret clearance
  • DAWIA Level II Equivalency IAW the PWS
  • Knowledge of production engineering and quality control concepts, principles, practices, and standards

  • Knowledge of contracting principles, policies, procedures, and regulatory requirements as applied to program management

  • Working knowledge of MS Office Suite software, and project management/scheduling techniques and tools such as MS Project

  • Apply engineering principles to investigate problems encountered during avionics production and devises ways to meeting production requirements

  • Working knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, “Operation of the Defense Acquisition System”

  • Working knowledge of the Defense Acquisition Framework process

  • Knowledge of the principles, practices, and policies of professional engineering program management to include program planning, budget cycles, and financial control/budgeting systems

  • Knowledge of engineering design and correction of repair procedures

  • Evaluate contractor plans for improvements to production operations, evaluate how those plans may have on product delivery to the government an inform the government program manager of issues and opportunities

  • Skill in evaluating state-of-the-art scientific and environmental/engineering technologies and incorporating into the planning, design, operation, maintenance, repair, and upgrade of applicable systems

  • Knowledge on planning, developing and implementing procedures for acquisition program oversight
