SAIC is seeking a qualified Senior Scientist to provide Assistance and Advisory Support (A&AS) to the Defense Threat Reduction Agency (DTRA), Research Directorate (RD) Chemical and Biological (CB) located in Lorton, VA. Primary responsibility will be in the Warfighter Integration Division (CBW), the ideal candidate will provide support across multiple Divisions within RD CB.
Provide technical and programmatic A&AS support to the DTRA Joint Science and Technology Office (JSTO).
Provides support to the Warfighter Integration Division. Integrates and encourages cross-collaboration between JSTO Divisions, the JSTO Director, and CBDP Enterprise with regard to countermeasure development and operational use.
Provide advice aid in the development of technology concepts and demonstrations to better to utilize, understand or develop countermeasures against emerging CB threats and define programmatic objectives and milestones.
Support the Medical Integration Officer with the Medical Integrated Concept Team (ICT) meetings and provide the Warfighter with accessible information regarding JSTO investments in medical countermeasure (MCM) development.
Support JSTO Service Laboratory Liaison to ensure a productive relationship is maintained between the DoD Service Laboratories and JSTO.
Support the client in OSD Chemical and Biological Defense Program (CBDP) Infrastructure meetings and planning sessions.
Provides technical and planning support to the development of the Program Objective Memorandum (POM).
Support the client with development and updating of key JSTO-derived products.
Advise on best use of the Service Laboratories to achieve research goals of RD CB Department / JSTO.
Provide scientific support to the Division to further the dissemination of JSTO efforts to the Warfighter.
Maintains and fosters new connections and collaborations with personnel within DTRA, the military services, DoD agencies, and any other relevant organizations including Health and Human Services (HHS).
Prepares information demonstrating how S&T efforts meet CB national defense requirements, including defining and executing S&T investments, requirements, and strategy, preparing S&T inputs for CBDP Planning Guidance, and conducting detailed reviews and analysis of medical and physical CB S&T to ensure compliance with guidance and Department goals and objectives.
A Master’s degree in a scientific discipline with Seven (7) years of experience in the CBRN Defense field.
High-level proficiency with MS Excel, PowerPoint, and Word; ability to quickly learn to use new IT systems and software.
Ability to learn quickly and adapt to ever-changing tasks, assignments, and requests.
Ability to prepare formal documents and briefings of a technical and programmatic nature.
Ability to communicate goals and objectives to senior members of the government.
Ability to lead work independently and in a team.
Ph.D. in a relevant scientific discipline with four (4) years of experience.
Two (2) or more years of industry or regulatory experience.
Experience working with or within the Chemical Biological Defense Program (CBDP).
Research, development, test and evaluation (RDT&E) experience in CBRN defense.
Program Management Professional (PMP) certification.
