Description


  • Implement policy and guidelines contained in the Special Access Program Security Manual, its implementation guide, personnel tier-review policies, and the Physical Security Standards for Special Access Program Facilities to prevent the unauthorized disclosure of sensitive information.  Responsible for ensuring several offices are accredited to store, process, and manage special access program material.

  • Assist with developing and preparing security classification guides for special access programs.

  • As a Special Access Program Security Representative for several special access programs:

    • Initiate and process program access requests for Department of Defense and interagency personnel and maintain databases detailing authorized accesses used for various reporting requirements.  Process SAP nomination packages working with clearance verification systems (JPAS, JADE, Scattered Castles)

  • As the directorate's special access information technology point of contact:

    • Coordinate the information technology needs with Washington Headquarters Services, DISA, NSA and the DoD CIO's information technology managers.

    • Work closely with the C4 and Information Infrastructure (C4II) PNT staff to ensure their basic and distinctive needs are met on six different networks to include equipment, applications, integrated system requirements, and secure voice communications.

  • Perform supervisory and administrative position as PNT Office Manager.

    • Prepare and coordinate with Chiefs of Staff, EAs, and Military Assistants regarding calendar invites for Senior leaders (VCJCS, USD AT&L, DoD CIO)

    • Provide senior level on-site task management/administrative support and coordination to the PNT team, and the PNT Oversight Council and its supporting bodies.

    • Assist the Program Security Officer with management of Special Access Programs.

    • Provide administrative, security compliance, analytical, managerial, and logistical, support.

    • Act as focal point for CIO LAN access for the office, and supervise coordination and credentialing of new employees (Contractor and Gov't).

    • Prepare and process DD Form 249 badge request, Common Access Card and the Intelligence Community (IC) badge form.

    • Verify current access authorization of all personnel seeking entry into the controlled Sensitive Compartmented Information Facility.

    • Reproduce unclassified data into classified, via scanning and uploading data onto disks

    • Manage all aspects of security, maintenance and accessibility of released and superseded documents.

    • Maintain records and update databases, SharePoint sites, spreadsheets, charts and graphs.

    • Be familiar with Program Access Requests (PAR) and Special Access Program Nomination Process (SAPNP) questionnaires/transmission

    • Possess working knowledge/experience with federal personnel security data repositories (i.e., JADE, JPAS, Scattered Castles)


Qualifications

Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and two (2) years or more experience.

 

 Experience in a security manager/special security officer position managing SAR programs. 


TS/SCI and eligibility for SAR programs
