JOB DESCRIPTION:

This position will support an OPIR Joint customer Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity based intelligence information. This position supports a hybrid Agile process with the Government as the overall integrator in a Cloud Environment.   The successful applicant will provide SETA support for a range of system engineering efforts and technical expertise, continuity of effort and value-added judgment to advise and assist the customer’s leadership and contract teams.

SUCCESSFUL CANDIDATE MUST:
  • Demonstrate the ability to capture users’ needs by performing requirements elicitation directly with stakeholders, drafting and documenting requirements to implement changes to operational baselines

  • Serve on integrated cross-functional teams supporting detailed trade studies and Analysis of Alternatives (AoAs)

  • Define and document interfaces, system specs and capability requirements

  • Conduct end-to-end requirements analysis to ensure systems being implemented comply with standards and policies, and support enterprise control gates

 
SPECIFIC RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
  • Supporting AoAs and trade studies to inform decision making on potential changes and documenting changes in CONOPS and requirements

  • Participating in and facilitating large group TEMs with disparate members to reach requirement consensus to capture strategic capabilities for customers, both internal and external

  • Performing end-to-end analysis to determine which requirements may already be satisfied by existing systems and which requirements need to be allocated to new or existing systems

  • Developing clear, consistent, testable acceptance criteria and requirements, and ensuring proper traceability between different levels of requirements and architecture

  • Executing end-to-end processes and preparing and coordinating required documentation

Qualifications

Clearance required to start: TS/SCI with Polygraph


TYPICAL EDUCATION AND EXPERIENCE: Bachelors and five (5) years or more experience; Masters and three (3) years or more experience; PhD and 0 years related experience 

Experience may be considered in lieu of education

 

 

REQUIRED QUALIFICATIONS:
  • Agile design and development experience is highly desired, including familiarity with agile software and project tracking tools Working knowledge of AGILE Scrum and SAFe software development methods

  • General understanding of space, ground, communications and IT  systems, hardware, software, operations, and their interdependence

  • Working knowledge of IC principles, procedures
  • The ability to work proactively, independently, and/or as a member of a highly effective technical team while developing approaches

  • Understanding of cross-component and remote interface testing

  • Demonstrated ability to establish and maintain effective working relationships with customers

  • Microsoft Office Suite and various SE, PM tools proficiency

  • Scrum Master Certification
  • IC Agile Professional Certification  

**May requires overnight travel up to 10 percent of the work year
