Summary:
Torres AES is seeking Maritime Counter-Narcotic Analysts to support the Office of Naval Intelligence (ONI) Counter-Narcotics (CN) Division's mission to aid its customers in detecting, monitoring, and facilitating the interdiction of illicit transnational drug flows in the maritime domain. The contractor shall provide theater and national planning support for the ONI via analytic support to national, theater, and law enforcement intelligence requirements through Baseline Assessment (BA) Reports, Maritime Intelligence Reports (MIRs), and ONI Today (ONIT) articles on assigned targets of Drug Trafficking Organizations (DTOs) operating throughout the world in the maritime environment. Work location is in the National Maritime Intelligence Center (NMIC), Suitland, Maryland.

Major Job Activities:
1) Conduct Counter-Drug (CD) threat assessments of illicit drug/precursor chemicals being transshipped via commercial and non-commercial maritime vessels or methods, to include within shipping containers, to be determined by the Technical Point of Contact (TPOC)
2) Conduct Automatic Identification System (AIS) analysis.
3) Detail drug trafficking organizations (DTOs) and other illicit actors' networks, affiliation with maritime transportation networks/companies, tactics, techniques, and procedures, maritime routes and any additional requirements as determined by the TPOC.
4) Provide port threat assessment on an as needed/required basis as determined by the TPOC
5) The Contractor may be required to travel locally and accomplish tasks from alternate work locations within 30 miles of the Washington DC Metro Area. The cost will not be reimbursed.

Preferred Experience:
1) CN subject matter expertise.
2) Prior experience coordinating with other intelligence agencies working knowledge of the following Intelligence Community (IC) tools: Analyst Notebook, JEMA, ACE-M, CultWeave, PROTON, and Palantir.
3) Bilingual (English and Spanish).

Minimum Experience:
A minimum of five years' all-source analytical experience OR three years' experience with a Bachelor's degree in related field.

Required:
1) Must be a U.S. Citizen.
2) Must possess an Active Top Secret/SCI Eligibility level clearance for the duration of the performance period.
3) Possess five (5) years all-source analytical experience that addresses experience writing or supporting analytical products; OR a maritime bachelor's degree and at least three (3) years of all-source analytical experience as stated above; OR a bachelor's degree in a related technical field (i.e. International Relations, Intelligence Analysis) and at least three years of all-source analytical experience.
4) Understand and have a working knowledge of the Intelligence Community Analytic Standards as set by the Office of the Director of National Intelligence within the Intelligence Community Directive 203. The Contractor must demonstrate proficiency in Intelligence Production Tradecraft, which includes the following qualities:
a. Classification of documents
b. Intelligence Sourcing Methodology
c. Using the Telegraphed Inverted Pyramid Model (TIPM)
5) Have knowledge of maritime security and capabilities.
