Naval Air Warfare Program Analyst

KBR is seeking a Program Analyst to support the Chief of Naval Operations Staff (OPNAV), Logistic and Readiness Branch, (N980L) to help the Navy field and support the current and future Naval Aviation capabilities through the analysis, management and funding of the Flying Hour Program (FHP). Specific tasks in support of N980L requirements/resourcing officers include:

  • Support the requirements development through the Joint Capabilities Integration and Development System (JCIDS) process. Research, investigate, and evaluate program requirements, resourcing, and objectives in the annual Program Objectives Memorandum process.
  • Liaison with N980L portfolio stakeholders and participate in meetings and working groups.
  • Support development of planning and programming for program budgets through use of Program Budget Information System (PBIS) and building POM issue sheets to define program needs.
  • Provide staff support for the FHP across the OPNAV portfolio; review and recommending changes/alignment with existing aviation plans.

Basic Qualifications:

  • Minimum of 13-years’ experience with Naval Aviation operations & sustainment or similar DoD experience
  • Bachelor’s degree from an accredited institution.
  • Must have an active SECRET clearance at start.
  • Knowledge of DoN Flight Hour Resource Modeling (FHRM) and Flying Hour Projection System (FHPS).
  • Familiarity with the interrelationship between FHP and depot maintenance, integrated logistics support, and material readiness
  • Knowledge of naval aviation (USN and/or USMC) programs missions and challenges
  • Working experience, knowledge, and understanding of the PPBE process and PBIS.
  • Knowledge and understanding of the JCIDS process and requirements development.
  • Familiarity with OPNAV organizational structure, mission and roles.
  • Knowledge and familiarity with Microsoft Office Suite, and appropriates tasker systems
