Logistics Analyst (NAVSUP)
Candidate will report to the E-2/C-2 Integrated Weapon Support Team (IWST) at NAVSUP WSS Philadelphia, must be able to work on site or telecommute. As a representative of the PMA231 E2/C2 Product Support Manager (PSM), NAS Patuxent River, PMA 231 program office logistics team. The candidate must be flexible and be able to perform any supply support functions as directed by the deputy IWST Director. They will perform supply system functions such as analyzing LSA-036 Reports, and processing of 1388 LSA-036 DCN provisioning packages, do manual and automated Design Change Notices (DCN) SM&R and COG code changes, Integrated Logistics Support (ILS) processes, including review of DCNs, generated by NAVAIR Fleet Support Teams (FST) and hardware contractors, utilize the ICAPS File Maintenance tool in support of E-2/C-2 aircraft, update the supply system data with new National Stock Numbers (NSNs). Participate in and support multiple PMA231 Program Integrated Product Teams (IPTs). Collect, complete, organize and Interpret technical data and financial information relating to aircraft acquisition and product programs.
Track Program/project status and schedules. Apply all DoD, Naval Supply, Naval Aviation policies and procedures to manage all 12 logistics elements. Participate in virtual and in person, Product Support Reviews (PSR) and Supply Provisioning meetings as part of Contractor Service Support Team. The candidate will be expected to travel 1-2 trips per year east and west coast. The selected applicant must be a proactive self-starter ready and willing to work in a high pace environment, deal with a high workload willing to work independently and with other individuals to build teams and partnerships internal and external to organization. Applicant must be willing to work and execute duties resolve problems with minimal direct supervision. Provide the following Supply Support and logistics functions as directed: Collect, compile, analyze, investigate, research, and apply logistics, maintenance, acquisition, or financial data and information to resolve E2/C2 program issues. Develop, modify, prepare, and validate documentation in relation to automated logistics or maintenance data reporting systems, and management information systems.
Update and maintain provisioning files and records with actual or projected data, and established allowance lists perform sparing analysis for new systems or major changes to E2C/C2 legacy systems. Use common supply and fleet data, to provide logistic studies, evaluate and maintain a spares procurement schedules and quantities and data to expedite spares and repair requirements that impact current PMA-231 E-2/C-2 readiness.
Assist NAVSUP, PMA and Fleet units in supporting Aviation Coordinated Allowance List (AVCAL) provisioning and outfitting. Coordinating Onboard Shipboard Allowance List (COSAL) provisioning and outfitting processes, including Pack-Up Kit’s (PUK). Closely assist NAVAIR/PMA231 and NAVSUP in monitoring funding, utilizing supply chain metrics and management processes for tracking and assessing performance (turnaround times, repair times, delivery times, etc.). Assist NAVSUP IWST, PMA-231 E-2/C-2 programs in the identification, collection, management and reporting of Government property and material inventories.
Candidate must have current experience as a DON or DOD operational logistics support/equipment specialist at NAVSUP or NAVICP Level, be proficient, with MS Project, Word, Power Point and SharePoint, Excel, have experience with Federal/DOD Information Technology (IT) programs and data bases, SAMS System for Awards Management. Be familiar and have utilize Navy ERP, ICAPS, Internet enabled Federal Logistics Information Service (Web-FLIS), e-CAT, FMT, DOD Fed MALL, CM Pro, Navy Supply Support Programs (NSSP) OTS One Touch, JEDMICS, NATEC. Must have experience processing program acquisition, funding and contract documentation for military programs be willing to travel. Must be able to work remotely with Minimal supervision, A Secret Security Clearance is required.
Education: BS or BA degree Acquisition, Logistics Management, Business, or Management.
ALLOWABLE SUBSTITUTION: An additional five (5) years of acquisition or operational logistics management experience may be substituted for a BS or BA degree.
Experience: At least six (6) years of experience in operational logistics support or US Naval Aviation Supply/maintenance, DoD Programs engineering, or Demonstrated Master Logistician (DML) plus three (3) years of recent experience in acquisition logistics/maintenance engineering. Three (3) years’ experience in technical analysis of operational ILS requirements. Three (3) years of specific experience in operational logistics planning. Experience or education demonstrating ability to perform IPS studies, analysis, and evaluations in support of DoD weapons systems/equipment
Experienced Naval Supply Systems (Naval Supply background), DOD operational logistics support/ Senior Equipment Specialist, or education demonstrated ability to perform “NAVY “supply chain management, analysis, and evaluations in support of DoD weapons systems/equipment. Work as a USN or Government senior to mid-level Logistics Management Specialist is a plus, Basic Logistics and Naval Aircraft Sustainment Acquisitions experience particularly the E-2C, D and C-2, platforms. V-22 Acquisition and FMS experience would be helpful. Knowledge of SECNAV, OPNAV and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series). Defense Acquisition University (DAU) Certification, Level 1-3, DAU Logistics and Finance Courses, Navy LS Courses. Ideal Candidate will have 10 to 20 years of Naval Aviation Supply Support or Acquisition Logistics.
ALLOWABLE SUBSTITUTION: An MS or MA degree may be substituted for two (2) years of operations logistics experience.
NAVSUP WSS office in Philadelphia PA, is primary work site telecommuting part time is possible with IWST Deputy authorization. Periodic travel as required to and from NAS Patuxent River MD PMA231 NAVAIR Building Supporting E2-C2 Program Office NAVAIR. Normal Services, KBR office at Lexington Park Maryland is this employee’s administrative location. Government provided NMCI Computer Required, Secret Security Clearance Required
