Location: Ramstein Air Base, Germany

Clearance Type: A Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) based on a Single Source Background Investigation (SSBI).

Primary Duties:

The USAFE ABAD Program Manager (PM) is responsible for a professional team of technical experts supporting weapons system acquisition, integration, operation, and maintenance. The technical experts evaluate, design, procure, develop, install, and maintain complicated state-of-the-art Aerial Defense networks and weapon systems.

  • Responsible for the overall performance of the contract and all task orders assigned.
  • Plans, directs, and coordinates all contract operations.
  • Ensures recruitment, placement, retention, and utilization of personnel of appropriate skill sets and experience are aligned with and execute the responsibilities as described in the PWS.
  • Works closely with the government program manager in establishing project objectives, plans, and budgets
  • Provides program technical direction with respect to hardware and software definition, design, development, test, implementation, and maintenance for the specific customer site.
  • Identifies future technical requirements.
  • Develops strategies to provide the required technical related resources in a timely manner in order to meet the DoD mission.
  • Provides guidance and advice on the design, development, fielding, and maintenance of telecommunications and weapon systems.
  • Represents the project at senior level technical briefings.
  • Identifies technical personnel requirements for new program positions.
  • Reviews capabilities of potential new hire technical expert candidates to ensure they meet job requirements.
  • Oversees the application of corporate and Government policies and procedures at all program locations.
  • Solicits feedback from the top leaders/managers in the customer community to determine the quality of performance of the USAFE A&AS program and takes the necessary action to correct any deficiencies.

Required Experience:

  • Ten years of Program Management experience in DoD Programs.
  • Current Project Management Institute (PMI) Project Management Professional, Program Management Professional (PgMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level II Program Management certification.
  • Must have demonstrated practical experience in the areas of expertise required in the Task Order, Performance Work Statement.
  • Experience coordinating and managing a contract of 50-100 people.
  • Working knowledge of Status of Forces Agreement (SOFA) requirements, Department of Defense Contractor Personnel Office (DOCPER) regulations, and processes governing contract status in Europe and Africa.
  • Bachelor’s Degree in an applicable discipline.
  • Experience managing performance-based projects and/or programs with multiple OCONUS performance locations.
  • Demonstrated excellent communication skills; oral and written.
  • Demonstrated leadership and interpersonal skills.
  • Excellent MS Office skills and understanding of MS Excel, Word, PowerPoint.
